OVERVIEW Position Land Use Administration and Control Manager (on the ground) Job Code Reports to Director of Land use Administration and Control Direct Reports Division/Section The LINE Landscapes Department Sector Job Family Role Purpose The Manager for Land Use Management and Control -on the ground - will play a crucial role in the effective implementation and monitoring of Land Use Plans (LUPs), ensuring compliance with established terms and conditions, and facilitating communication within the LINE site activity working group. Reporting directly to the Director of Land Use Management, the Manager will contribute to the successful internalisation of land use functions, KEY ACCOUNTABILITIES & ACTIVITIES As Manager for Land Use Management and Control on the ground, the Candidate will be responsible for: 1. On-Site Data System Execution:

  • Execute the system for gathering on-site data to monitor and control LUPs.
  • Ensure seamless integration with the desktop system, providing live updates from the field, including reports, photographs, and identification of non-compliance with LUP terms and conditions.
2. LINE Site Activity Working Group Support:
  • Support the Director as required in the LINE site activity working group, actively participating in discussions concerning projects, authority, and other pertinent topics.
3. Governance and Functioning Support of Working Group:
  • Assist in ensuring proper governance and functioning of the working group.
  • Support in establishing clear responsibilities between parties involved in the working group.
4. Monitoring Initiatives Coordination:
  • Coordinate the appropriateness and completeness of monitoring initiatives.
  • Support the establishment of a real-time portal for information access within the working group.
5. Event Identification and Follow-Up Execution:
  • Execute procedures for identifying events, follow-up actions, enforcement measures, and escalation processes.
  • Oversee the execution of enforcement and escalation procedures as required.
6. Livestock Monitoring and Action:
  • Implement systems and procedures for monitoring livestock activities within designated areas.
  • Take necessary actions in response to violations or non-compliance related to livestock management, including enforcement measures and follow-up procedures.
7. Reporting and Trend Analysis:
  • Provide regular reporting on on-site activities and compliance.
  • Contribute to trend analysis to identify patterns and areas for improvement.
BACKGROUND, SKILLS AND QUALIFICATIONS Knowledge, Skills and Experience
  • Proven experience (7 years +) in on-the-ground management of land use activities, preferably in a large-scale development context.
  • Strong leadership and interpersonal skills.
  • Experience in establishing and maintaining effective working relationships with diverse stakeholders.
  • Familiarity with real-time information systems and data portals.
  • Excellent communication and reporting skills.
  • Knowledge of emergency response procedures and protocols.
