Westlakes Recruit are currently recruiting for an Estimating Manager to be engaged on a permanent basis in Abha, Saudi Arabia. The project is a culture, environment and tourism-focused development that will include hotels, second homes (single family luxury homes and apartments), retail space, restaurants, culture, sports, and leisure attractions. The project will be located over six designated and unconnected zones within a 627 km2 area located approximately 40 km southwest of Abha (50 minutes by car from Abha Airport). The Role The candidate should have the following qualities:

  • Bachelors in quantity surveying engineering or cost engineering from an accredited international Top university (USA, Australia, Canada, Western Europe, New Zealand, South Africa).
  • Minimum 20 years' experience in estimating / project controls schedule on large-scale projects. (Experience with Infrastructure projects is a must).
  • Thorough knowledge and demonstrated experience of directing cost estimating, control, and analysis.
  • Experience and demonstrated skill in establishing criteria and system set-up for all project controls activities.
  • Statistical knowledge in the areas of sampling distributions, probability, and hypothesis testing. Knowledge in supervision, personnel administration, and training of technical and non-technical personnel.
  • Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products. This includes estimating/ products independently with minimal supervision using a high level of professional judgment and knowledge related to technical and engineering design and construction practices.
  • Working knowledge of engineering, procurement, contracts, construction, and start-up/ set up work processes.
  • Expertise must have been gained from working for western international reputed firms.
  • Must have led large estimating section with top international firms an on prestigious projects.
  • Demonstrated skill in mgmt., supervisory and personnel administrative functions.
  • Excellent verbal and written communication skills.
  • Experience in:
o Estimate preparation. o Estimate review. o Estimate planning. o Contingency and risk analysis. o Developing budget requests, cash flow forecasts, & WC analysis. Expert knowledge of estimating & cost management processes & systems.
  • knowledge of:
o AACE estimate classifications. o Planning/Scheduling. o Validation of input data. o Consolidation of estimate reports from multiple projects. o Technical and practical comprehension of healthcare field and general business techniques. o Various standard method of measurement such as POMI, SMM, CESSM, NRM, etc. o Various measurement and costing software such as Cost X, Revit, Civil 3d, etc. o Planning/Scheduling The Employment Package The remuneration will be monthly salary (incl. accommodation and local transport allowances) + medical insurance +paid leave.
