OVERVIEWPositionLegal/Strategy Policy Manager (Labor and Employment)Job CodeReports toHead of Labor Enforcement Direct ReportsDivisionLabor Enforcement DivisionDepartmentDoLERole PurposeThis role is responsible for managing the litigation/legal enforcement actions and policies of the DoLE. It is also responsible for undertaking related policy tasks including review and analysis of relevant labor data, laws and regulations. The role may also require the performance of other tasks that may be directed by the line manager from time to time.KEY ACCOUNTABILITIES & ACTIVITIESEnd-State ResponsibilitiesManage the litigation/legal enforcement cases related to the DoLE enforcement strategy including those related to OSH, labor rights, workers compensation and workers welfareManage complex inspection cases prior to litigationAdvise inspectors on legal aspects of investigations/case managementContribute to the development and continual improvement of the DoLE enforcement strategyContribute to revisions and updates to relevant legal frameworksCollaborate with external and internal IT partners on development of key IT assets for labor enforcement (e.g., Wage Protection System, Electronic Case Management System)Evaluate practices, standard operating procedures and facilities to assess risk and ensure compliance with the law and identify opportunities to improve rules/regulationsDesign and manage case reporting mechanisms and proceduresPrepare monthly reports for the Head of Labor EnforcementDevelop education and information materials for companies and workers on how to become compliant with laws and regulationsWork closely with the Head of Labor Enforcement in ensuring enforcement operations run effectively and efficientlyRecommend solutions, improvement opportunities or preventive measuresStay informed of existing labor and litigation trends in the GCC region, identify best practices that could potentially be replicated NEOM Regularly review and analyze data in the Enablon (internal reporting) system Support Head of Strategy in functions of strategic thinking, economic analysis, policy lab organizing and policy recommendationsBACKGROUND, SKILLS & QUALIFICATIONSKnowledge, Skills, and ExperienceExperience in litigation and court processes related to labor and employment Deep understanding of labor enforcement mechanisms, including labor laws and regulations, best practices in labor enforcement organizationStrong understanding of regulatory legal process/procedure best practices and associated legal frameworks Proven ability to effectively cooperate with a range of teams, providers and stakeholders across functional areasExcellent judgement and problem-solvingAbility to present complex information in a way that is accessible to a wide range of audiencesAdvanced verbal communication skills; ability to articulate own thoughts, ideas, and develop a point of view about own workAt least 5 years of experience in the areas of litigation and investigations, including in a legal and advisory capacity (desirable but not essential)At least 3 years of leadership experience in public sector regulator or in a private sector institution providing labor legal/policy advice (desirable but not essential)Fluency in English and Arabic (preferred) Qualifications Degree in Law (preferable)Other educational qualifications may be acceptable depending on their relevance to this role.
