The Senior Procurement Officer is aware of, adheres to, and educates staff on the MSH Code of Business Ethics and Conduct, donor regulations, and MSH Standard Operating Procedures in all activities. S/he participates in the recruitment, training, and competency-building of field procurement staff. S/he will train, functionally manage, and work closely with the procurement specialist, officers, and assistants based in assigned country offices to support vendor selection consolidation and ensure concerns and issues are reported for action. This position will ensure segregation in procurement processes at MSH project locations. The Senior Procurement Officer will work collaboratively across divisions and countries establishing strong relationships with peers, senior leaders, and other stakeholders. This position will demonstrate the ability to get things done through both formal and informal networks, using diplomacy and tact to gain cooperation and support from others. QUALIFICATIONS REQUIRED MINIMUM EDUCATION & EXPERIENCE: (Basic Qualifications for the role) Bachelor's Degree +6 years' experience, Master's Degree +4 years' experience in Procurement and Supply Chain, Business Administration, or equivalent. 5+ years of relevant Procurement and Supply Chain, Operations and compliance experience; prior experience working with development assistance programs requiring knowledge and understanding of donor regulations, policies, and priorities highly preferred. Experience in the use of ERP's like QuickBooks and Deltek Costpoint. Progressive responsibility in Procurement, Supply Chain and Operations at the mid-level of an organization. Preferred Qualifications: Bachelor's Degree or equivalent related experience, a Master's degree is an added advantage. Certifications in CIPS, ISM, CPM certification, and other relevant procurement/supply chain certifications KNOWLEDGE AND SKILLS : Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems. Experience in the development of policies and procedures In-depth knowledge of federal procurement regulations and USAID regulations. Proficiency with Procurement Systems and Sourcing tools. Experience supervising staff. Negotiation skills. Capacity building/facilitation skills. Multi-lingual proficiencies such as English, French, Spanish or other are an added advantage. Experience in cross-cultural work environment. Excellent computer skills in Microsoft Word, Excel, PowerPoint, and other administrative applications.
