Mō te tūnga | About the role The Finance team is responsible for monitoring the long term financial investment delivery plan, covering areas such as Public and Transitional Housing, Infrastructure Investment, schemes to promote home ownership and affordable rentals, and funding to improve Māori outcomes; all of which equates to over $5 billion in the current financial year. The team also manages the operating costs of the Ministry and provides strategic advice to the Senior Leadership team. With the right attitude, experience and commitment to both long and short term goals, this role is an opportunity to work across the organisation and public sector to help address complex and high priority issues facing Aotearoa. This is a unique opportunity to be part of a team which provides high quality investment programme oversight. The focus is on using relationships, information, and analysis to deliver evidence-based advice on investment readiness, and delivery progress. Within the team, the Principal Advisor, Strategic Finance is responsible for:
  • Maintain a Ministry-wide overview of core government financial activities and provide high-level technical and thought leadership.
  • Provide strategic, professional, and thought leadership (both internally and externally) to ensure understanding of fiscal implications and build organizational capability in investment management processes.
  • Prepare and provide timely and practical advice to the Leadership Team, Governance Committees, and other Senior Managers.
  • Contributing to the design and implementation of appropriation monitoring and reporting frameworks to monitor organisational delivery performance and risk
  • Develop the long-term financial outlook for the Ministry and provide expert advice on linkages between finance processes and business strategies.
  • Lead the financial system improvements to drive productivity improvements
  • Support integrated planning processes and investment decisions, including developing robust value for money frameworks.
  • Developing a deep relationships with key stakeholders (e.g. Kāinga Ora, The Treasury, Ministers Office), while maintaining the ability to provide independent advice.
The salary range for this Wellington based role is $137,507 - $168,605 + 3% Kiwisaver contribution. Ō wheako, ō pukenga | About you We are looking for an experienced strategic finance professional who has operated in an environment that is continuously evolving, busy and challenging. You will need to be adaptable, flexible and resilient and have a passion for understanding the housing and urban development systems and challenges the Ministry currently operates in. Ideally your skills and experience will include:
  • Delivery of strategic financial advice and thought leadership in a complex organisation.
  • Excellent communication skills (both written and oral) with the ability to provide practical and timely advice to senior management.
  • Experience in investment management and financial forecasting.
  • Experience in delivering financial system process improvements.
  • Knowledge of public sector financial management practices and regulations is advantageous.
  • Ability to quickly build rapport and credibility with internal and external stakeholders and maintain strong relationships
  • Ability to assimilate new information on unfamiliar, complex issues and present pragmatic pathways forward
  • Providing intellectual leadership by bringing new ideas and knowledge to team discussions and contribute to strategic conversations in the policy area.
  • Interpret financial information, findings and complex issues in a clear, simple manner
