Division Responsibilities

The Regulatory Legal Services Division (RLSD) provides a range of in-house legal services to support the regulatory functions of the Health Products Regulation Group (HPRG) including the Therapeutic Goods Administration (TGA), Office of Drug Control (ODC), Office of the Gene Technology Regulator (OGTR) and Australian Industrial Chemicals Introduction Scheme (AICIS). The Division consists of two branches, the Vaping Legislative Reform Branch (VLRB) and the Regulatory Legal Services Branch (RLSB).

Branch Responsibilities

Regulatory Legal Services Branch

RLSB's functions include Dispute resolution and litigation, regulatory compliance, legal advice, legislation and other instruments, commercial law and international agreements, FOI, decision review and business support.

Vaping Legislation Reforms Branch

VLRB provides a range of services relating to the vaping reforms including the development and design of new legislation, including primary legislation, regulations and a range of legislative instruments to give legal effect to the reforms, activities relating to implementation planning and execution, communications including media, Ministerial correspondence and stakeholder engagement.

The key duties of the position include Key Responsibilities Advising on highly complex and sensitive legal and related issues relevant to all aspects of the Health Products Regulation Group's operations, as part of undertaking any of the Division's key responsibilities, being dispute resolution and litigation, regulatory compliance, legal advice, legislation and other instruments (including legislation design and development), commercial law and international agreements, FOI and decision review. Allocating, monitoring progress of, and managing, advice work, including second counselling and peer reviewing advice prepared by other lawyers in the Branch; Initiating, establishing and maintaining strong relationships with key internal and external stakeholders. Developing, coaching and mentoring staff, including performance management and identification of training needs. Representing the Branch, and where required the TGA, at high level meetings. Managing the budget and resources of the Branch to ensure continued delivery of high-quality legal services in a constantly evolving environment. Key Capabilities Demonstrated experience in managing and leading a busy legal practice, including anticipating and setting team priorities, allocating work both within a team and to external service providers, efficient use of limited resources, ensuring consistent and timely delivery of high quality legal services; Demonstrated ability to meet tight deadlines, juggle multiple competing priorities and deliver outcomes in a high-pressured environment; Demonstrated experience in preparing high quality (succinct) written and oral advice on areas of law and strategic matters relevant to the regulation of therapeutic goods; Demonstrated knowledge of the legal framework for regulating therapeutic goods, or the ability to quickly acquire that knowledge; Demonstrated knowledge of the operation of the Freedom of Information Act 1982 and the Privacy Act 1988; Demonstrated experience in applying and maintaining an extensive understanding of the role and responsibilities of an agency, incorporating a comprehensive understanding of the agency's impact on the wider political and community context in which it operates; Demonstrated high-level interpersonal, liaison and stakeholder management skills, including the ability to develop and support productive working relationships; Demonstrated ability to work collaboratively with others to deliver high quality outcomes in a high pressured environment; Demonstrated experience in developing and managing the performance of more junior staff; and Demonstrated ability to build and contribute to a healthy workplace culture and environment.
