Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of the role Building and Property Services leads the department's property and facilities management functions, and is responsible for the governance, acquisition, lease management and accommodation planning, asset disposals including facilities management. The Asset Management team provides the strategic direction for the lifecycle management of QFES non-current assets ensuring that the department's workforce have access to fit-for-purpose and sustainable assets that enable and support the delivery of fire and emergency services to the Queensland community.

Reporting to Executive Manager, you will be responsible for the research, analysis and development of advice and recommendations on sustainability and environment resilient strategies and practices with regard to property and built infrastructure. In addition, you will be responsible for the performance measurement and reporting of carbon and greenhouse gas emissions and the management of the department's waste and utilities strategies and contracts to ensure built assets whole-of-government obligations for sustainability and resilience reporting.

Key requirements Highly desirable requirements  Degree and /or minimum of 3 years' experience in a field such as sustainability, environmental science, natural resource, environmental management, environmental planning, engineering or related discipline. Minimum of 3 years in applying environmental legislation, policy and procedures and developing policies and systems within large and decentralised organisations. Familiarity with property development using climate resilient principles Familiarity with carbon and greenhouse gas emissions monitoring and reporting. Minimum C Class driver's licence (non-restricted). Special requirements The incumbent may be required to travel and work within their area of responsibility and may also be required to undertake intrastate, interstate deployment or travel as required, with the possibility of overnight stays. Your key accountabilities Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

Research and propose sustainable and environmentally resilient property and infrastructure, utility and waste management practices and identify improvement opportunities that will provide economical and efficient functional outcomes for the department.  Formulate and articulate relevant key deliverable and KPIs that support QFES adopting sustainable and environmentally resilient practices across its asset and capital statewide footprint and develop and maintain reporting of them.  Influence the property acquisition and management and capital works processes through continually improving sustainable choices and recognition of climate adaptation in order to produce economical and effective outcomes for the department.  Contribute to the lifecycle management of built assets, including the preparation of performance reports to inform asset investment and lifecycle management decisions. Develop, establish and manage a carbon emission calculation framework to provide data and intelligence into built asset program to meet current and future capital infrastructure needs.  Manage the utility and waste contracts and ensure services embrace better practice, represent optimal value and contract obligations are met on a timely basis.  Build strong professional relationships with internal and external stakeholders to negotiate and collaborate on various program of works to ensure strategies promote best practice in developing resilient and sustainable buildings. Prepare and review complex reports, briefs and submissions, and ensure accurate and appropriate response to a range of correspondence relating to project solutions and sustainability planning, in accordance with departmental requirements and governance.
