Professional Civil Engineer (Ukraine)

Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.The Civil Engineer will be responsible in designing and managing the architect and engineering (A&E) and construction activities of the USAID recent Health Reform and Recovery Activity to restore health services and reconnect people to care in Ukraine. You will lead the efforts to rebuild critical infrastructure and oversee the project from initiation to completion while ensuring it is done in a timely manner, within the budget and up to a quality standard.Our salary range for this position is based on the market data, $100k to $130k per annum (range varies depending on experience and qualifications). This will be an onsite assignment in Ukraine.Duties and Responsibilities: Engage in the development of project plan, design and budget estimates. Review and approve technical construction designs, including statements of work and technical building plansTrack and manage project expenditures to ensure projects are within budget and financial goals are metConduct site visits to assess project deliverables and monitor project progress, identify deviations from plans, and recommend corrective actions to keep projects on trackLead coordination with other USAID bureaus/offices and other USG, United Nations (UN), and/or multilateral agencies/donors, particularly in relation to Agency Construction Policies and Construction Risk ManagementManage project risks and issues and take appropriate actions to mitigate themEnsure all projects follow standard operating procedures, policies, and guidelinesDevelop and deliver infrastructure guidance materials such as training, reports, case studies, or other media as neededCollaborate with stakeholders to identify and establish project goals, objectives, and timelinesProvide leadership and direction to project team members and stakeholders to ensure project successWork in rapidly changing, high-pressure situations that may exceed normal business hoursPerform other responsibilities associated with this position as may be appropriate. Qualifications to be successful in the role: Degree in Civil Engineering, essentialMust have a Professional Engineering (PE) license obtained from US or UKPreferably can speak UkrainianMust have at least 7+ years experience in small infrastructure developmentMinimum of 5 years in infrastructure design, management, and oversight of related procurement and services, preferably in healthcare industry or USAID projectExperience in context-appropriate infrastructure design, management and oversight of the related procurements and services.
