To learn more, visit our website on Self-declaring for Government of Canada jobs: https://www.canada.ca/en/services/jobs/opportunities/government/self-declaring-government-canada-jobs.htmlWork environment A Day in the Life of a Manager, Small Craft Harbours:In your role of Area Manager for Small Craft Harbours you will provide daily leadership to a small team of skilled professionals in the implementation of nationally consistent, efficient and environmentally sustainable network of federal small craft harbours in Canada.You will establish networks of contacts and lead in the resolution of complex and sensitive issues related to harbour planning, operations, management and real property management and develops positive working relationships to promote, facilitate and negotiate agreements, divestitures and capital investment in the pursuit of DFO regional and federal government objectives.Leads long-term harbour planning and/or zonal planning processes in the assigned area, including carrying out data and trends analyses for delivery of harbour services; identifies anticipated requirements and gaps to the commercial fishing industry and local communities; engages with other functional divisions of the SCH Program (Engineering and Technical Services (ETS) and Integrated Program Planning and Analysis (IPPA)), Harbour Authorities (HAs), indigenous communities and/or organizations, municipal and provincial governments; and identifies surplus/non-core harbours within a specific geographical area or zone.Provides advice and recommendations to the Area Director and SCH Regional Director on the development of area/regional program plans, priorities and strategic undertakings and manages program development, implementation and client service delivery including advice and direction to stakeholders and HAs.Intent of the process The immediate intent is to staff one position in Sydney, NS. Please note that this selection process will require the successful candidate work from the location of work - Sydney, Nova Scotia.A pool of qualified candidates will be established and may be used to fill future positions that are identical or similar within the Department of Fisheries and Oceans Canada and the Canadian Coast Guard. These positions may be of different tenures with various language and security requirements.Positions to be filled: 1Information you must provide In order to be considered, your application must clearly explain how you meet the following (essential qualifications) Education:• Successful completion of a secondary school diploma or employer-approved alternatives; a satisfactory score on the PSC test approved as an alternative to a secondary school diploma, or an acceptable combination of training, education, or *experience.*Acceptable experience is defined as demonstrated experience equivalent to the position for a minimum of 3 years at an organizational level of responsibility.Experience:• Experience in providing advice or recommendation on program delivery or program management to *senior management on **complex issues.• Experience in managing ***human resources /supervision of a decentralized team for an organization. Experience is defined as a minimum of 6 months supervision leading a group.• Experience in developing capital project submissions.• Experience in the use and application of financial software systems.• Experience exercising financial authority in the management of a budget, including the review of financial reports.*Senior management refers to individuals within the upper level of an organization with decision-making responsibilities and authority.**Complex refers to projects that include ambiguity or uncertainty, and are often surrounded with unpredictability.
