Lime Recruitment is currently working with a Queensland government department to recruit an ICT Procurement and Contracts Specialist contract for 6 months with possible extension based in the Brisbane CBD Brisbane and working from home.



Procurement responsibilities: Contribute to effective end-to-end procurement processes for the ICT category, including supply market analysis, procurement planning, tendering, evaluation methodologies, supplier negotiation, and contracting in collaboration with relevant University staff. Review Procurement submissions including procurement plans, procurement exemptions, evaluation reports to ensure they meet the procurement policy and principles. Independently prepare ICT procurement contracts based on the specifications and approved template terms and where necessary Independently prepare straightforward variations to ICT procurement contracts based on the approved templates. Support IT Managers by providing support in writing ICT specification and scope of work. Conduct pricing analysis and commercial modelling during tender evaluation and assist in decision making. Publish sourcing events through the approved tendering platform and monitor and update as necessary. Contracts responsibilities: Work cooperatively with procurement stakeholders to understand transaction requirements and develop the best approach to contract terms. Administer complex contracts in collaboration with Contract Managers Contribute effectively to all aspects of, and where appropriate lead, supplier negotiations, including commercial and contract negotiation. Review supplier contracts for compliance and business risk management. Liaise with the Legal Services in relation to identified legal risks and, variation, contract breach and termination actions associated with managed contracts. Maintain efficient records management practices utilising appropriate tools. Adopt and promote sound cyber security practices in compliance with the Cyber Security Policy and according to cyber security procedures and standards developed by the University or Division Develop and maintain positive and constructive relationships and feedback mechanisms with internal and external clients, vendors, and staff to represent procurement services and ensure responsiveness to current and future needs. You will have: A degree (preferably in Information Technology, Law, Commerce or Business) with subsequent relevant experience working in or supporting a large IT department; or extensive experience and specialist expertise in IT Procurement for large organisations; or an equivalent combination of relevant experience and/or education/training. Extensive knowledge of commercial contracting legal risk issues, including issues relevant to software and Software-as-a-Service (SaaS) agreements and other ICT product and service supply agreements. Knowledge of procurement policy and procedures as they apply to IT procurement in a large public sector or commercial organisation. Ability to undertake risk management in relation to ICT procurement. Knowledge of effective contract and supplier management approaches and commercial negotiation techniques. Extensive experience developing and negotiating ICT contracts, including experience independently assessing supplier terms and drafting appropriate amendments to template terms. Experience in leading and advising on significant procurement activities, especially in relation to supplier negotiation and contract delivery. Excellent interpersonal, written and verbal communication skills, including demonstrated negotiation abilities, an ability to present views credibly. Ability to prioritise own workload, work independently and methodically and meet deadlines. Demonstrated commitment to delivery of outcomes, and a self-motivated, positive and enthusiastic approach to achieving goals through effective team and individual work.
