Position: Contract and Procurement Specialist - Projects Duration: 12 months contract Reports to: CP Lead Subsea Work Location: Perth Schedule: Monday - Friday 5 /2 & 8 hours per day Job Description: Projects Expected Practices & Outcomes to deliver mandatory deliverables in the project, including but not limited to contract management plan and value protection plan. CP process in project to create value through pre-award activity including creation of ITT, tender process, and award (for small contracts). World class post award contract management with effective performance, claim, and variation management, set up a defense mechanism underpinned by healthy relationship with contractors to enable the project to protect cost, Schedule, Quality as well as Goal Zero. Stakeholder engagement, business oriented and being independent are the key success factors for delivery and developing future opportunities. The applicant should be able to demonstrate visible HSE leadership behaviors in line with "I am Goal Zero" with internal and external stakeholders and should have a credible track record of contractor HSE performance management. Principal Accountabilities: Ensure CP's contribution to Goal Zero vision by supporting/coaching CP staff/contractors, ensuring commitment to safe project outcomes and reducing siite exposure. Ensure that the approved HSSE standards and Goal Zero policies are fully incorporated in the process of contractor and supplier selection and in the subsequent work execution phases (HSSE Plan, Audit, Assurance, etc). Build close working relationship with Category Managers, Supplier Managers, China sourcing and the local CP teams. Integrate global project category and supplier strategies, Sustainable Sourcing and Local Contracting, tapping into regional and global initiative and strategies in specific projects to draw best practices for the project scope, governance and non-technical risks and project affordability. Maintain a close working relationship with supporting disciplines (Finance, Tax, Project Services, etc.) to ensure that contract strategies and documentation follow internal and external governance requirements. Prepare and ensure CP mandatory deliverables are delivered to projects in accordance with project maturation processes, Project Standard, application of CP Projects Expected Practices & Outcomes, support activities of the Project Delivery Model where applicable. Review document issuance of contractor POs / subcontracts into the market to ensure they reflect the main contract and are in line with project requirements (including discussion with the contractor). Together with project team to ensure contractors performance management is carried out properly though performance monitoring, Business Performance Review (BPR) meetings, develop and manage the Contract Management Plan (CMP) for the scope, implement continuous improvement and global CI for focus contracting. Will be working with the C&P focal point at the fabrication yard and engineering office and will be in continuous dialogue with the CP Lead in Perth Australia. Promote and implement proactive variation orders management and deploy claim defense mechanism to this contract. Plan and ensure seamless handover of project deliverables including contracts, surplus, spare parts, warranty, etc. to Asset for complete handover. Job Dimensions: Responsible for post award contract management activities on the topside contract (approx. value US$550M) and working closely on day-to-day activities and management with the Contract Holder and the associated owner's team. Reporting to the topside Lead Contract Engineer in Singapore. Experience and Qualifications: Min 10 years of experience in managing project contract and procurement activities with a minimum 5 years in managing post award and claim management for offshore EPC contracts. University degree (Business/Engineering) or equivalent, a professional CP accreditation CIPS/ISM/QS is an advantage. Proven comprehensive experience within CP, able to demonstrate understanding of commerciality and/or creating value opportunity and/or C&P focus in a project context (exposure to CP in a project environment is a plus). Proven track record of execution excellence & delivering results (post-award) either in project and operations. Commercial: Highly tuned commercial acumen and curiosity with demonstrated ability to develop, deliver and protect value. Proven experience in driving supply chain transformation agenda, competitive sourcing (incl. complex tender evaluation, contract negotiations & E2E integrated performance management, etc.) Experience in managing variations and implement claim defense mechanism of contracts, preference if it is done within project context and or managing contractor on financial distress.
