About the Role The Senior Project Officer role is integral to a team dedicated to leading the creation of innovative freight initiatives aimed at boosting the Victorian economy's efficiency and sustainability, especially in terms of zero emissions and freight decarbonization. This role also prioritizes training programs within the freight industry, tackling workforce shortages, employment barriers, and the sector's diversity issues. It entails the comprehensive management of various projects, from technology trials and research within the freight sector to initiatives that create jobs. Collaborating extensively with departmental colleagues, various levels of government (Victorian, national, and Commonwealth), industry stakeholders, and academic institutions, the position is key to advancing policies in the freight and logistics industry.

Lead and/or participate in technology-driven initiatives to improve freight efficiency and freight sector decarbonisation (for example, zero emission freight initiatives, emission reduction technology trials for freight vehicles, etc) Monitor, identify and analyse emerging freight industry trends and issues dealing with freight decarbonisation, innovation, and research.Provide evidence-based advice in relation to innovative freight initiatives to senior management and Ministers, including preparation of ministerial briefings, technical reports and cabinet submissions. Coordinate and manage implementation of freight industry training programs, technology trials and research projects - develop project plans, monitor project performance against objectives, manage contracts, risks, issues and evaluations ensuring that objectives and reporting requirements are delivered within cost, time and quality.KEY SELECTION CRITERIA KNOWLEDGE AND SKILLS Demonstrated sound knowledge and/or industry experience of the Victorian freight and logistics sector. Project Management Expertise: Proven experience in leading agile projects and developing methodologies. Consults, liaises with and influences key stakeholders; produces detailed project plans where objectives are clearly defined and action steps for achieving them are clearly specified; manages contracts, monitors performance against objectives, manages project risks and issues and meets reporting requirements within deadlines.Highly developed written and verbal communication skills to prepare complex briefs, letters, emails and reports using clear, concise and grammatically correct language; Edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; Ensures appropriate style and formats are used. Handles difficult and sensitive communications well.PERSONAL ATTRIBUTES Builds effective partnerships with stakeholders throughout problem-solving processes to gain critical insights and develop effective solutions.Able to synthesise ideas and concepts across diverse disciplines to develop new and different ways of thinking, working or delivering solutions - particularly in the freight innovation and decarbonisation space, but also with respect to job creation programs.QUALIFICATIONS AND EXPERIENCE Mandatory • Tertiary qualification in a relevant or a related discipline.

• Experience working in or for government, including independent agencies.

• Experience working with innovative freight solutions.

• Demonstrated sound knowledge and/or industry experience working in the freight and logistics sector.

• Demonstrated sound knowledge and/or experience working on job creation programs.
