Missions- Prepare and lead the application for Accreditation as a Rail Infrastructure Manager (RIM) and Rolling Stock Operator (RSO) for RATP Dev WSA Pty Ltd

- As part of that application, prepare, develop and implement the Rail Safety Management System (RSMS), in consultation with RSMS owners,

- In conjunction with the RSMS prepare develop and implement the Workplace Health and Safety (WHS) Management System (including production of associated policies, procedures and working instructions.

- Manage all activities associated with operational safety functions within RDWSA and the Sydney Metro Western Sydney Airport contract in accordance with RDWSA's Safety Certification requirements, risk based management and legal framework, provide assurance to the HSEQ Director that:

o Rules and Operating Procedures, Safe working policies and practices are consistently applied in order to achieve and maintain operational safety accreditation and risks are managed in day to day operations.

o Ensure all regulatory reporting requirements are satisfied (Incident, monthly and annual reports).

- Development and delivery of safety elements (Rail and WHS) as part of the Integrated Management System (IMS).

- Conducting and providing continuous improvementprocesses in rail safety and WHS investigation, audit and assurance mattersensuring that RDWSA complies with applicable legislation.Responsibilities- Develop the Integrated Management Systems with the support of the other team members in order to obtain certification for ISO 45001 and ensure alignment with ISO 55001 (to the extent practicable), and to support the Application of Accreditation for RIM/RSO from ONRSR.

- Provide advice and support to the Technical Team in obtaining and maintaining TAO authorisation, DNSP licence and other regulatory requirements for Operations and Maintenance phase

- Leading, supporting and advising on risk assessments, mitigations and controls and hazard transfer process in accordance with D&C activities, systems and deliverables (inc. design review).

- Leading or participating in formal investigations, specialist inspections and audits working with HSEQ and management team to ensure findings and actions address systematic improvement and control effectiveness while managing outcomes with key stakeholders

- Develop high quality and consistent HSEQ work practices and working culture in normal, degraded and emergency modes through the development and continuous improvement of the HSEQ Plans, Policies, Procedures and Work Instructions as part of the IMS.

- Develop and maintain the Operations and Maintenance Hazard Log and Risk register and identify and effectively mitigate to level acceptable to the RDWSA Board all hazards relating all RDWSA activities in accordance with the Risk Management Element of the RSMS.

- Provide support to line managers in formulating appropriate work standards and procedures to ensure that all safety risks are controlled, so far as reasonably practicable, and that effective quality control mechanisms are in place.

- Provide assurance that safety policies, rules and procedures are systematically improved and regularly revised in the light of technology, regulation, industry benchmarks and associated risks or opportunities.

- Support ongoing development of the legal compliance register and programs to ensure the HSQE team and line managers have an increased awareness of legal responsibilities.

- Manage hazardous substances risk controls and registers in compliance with WHS legislation.

- Development and implement Rail Safety InterfaceAgreements (RSIAs) and associated stakeholder management.
