For more information, visit www.m2m.org Job Title mothers2mothers -> m2m South Africa -> Programmes Location Type of position Fixed Term Contract Education Master's Closing Date 19/4/2024 Job Description The USAID South Africa ACCELERATE 1 (TB High Burden) Project, for which mothers2mothers (m2m) is a sub-awardee under the Aurum Institute, aims to accelerate TB elimination through targeted technical support at the national level and tailored technical and direct support at the provincial and district levels, within communities and respective health care facilities where the TB burden is high, namely Gauteng (Tshwane and Sedibeng districts), and KwaZulu- Natal (Amajuba and UThukela districts). The position is responsible for the high-quality service delivery and target attainment for the project. This includes stewardship of the programmatic and service delivery models and serving as the technical advisor for all m2m's TB activities under this award. The position will have oversight and responsibility for all project components including SI, CQI, QA innovations, sustainability, and course correction and data-driven decision making. The SPM will also represent m2m at consortia meetings, engagement with the prime, government meetings (national, provincial, and district level) and other external forums. This position is based in Gauteng. Key Performance Areas: Lead m2m's TB portfolio under the Accelerate 1 project, including overall oversight of community-based programming and ensuring adequate coverage in all districts to achieve agreed donor targets.Actively lead work plan development, monitoring and achievement of project milestones, and project reporting in line with donor and organisational requirements.Lead implementation and cascading of programmatic innovations, including hybrid/virtual service delivery approaches and evidence-based interventions using applicable technology. Lead implementation of quality assurance/quality improvement (including joint supervisory systems) with district-based Community Coordinators in collaboration with relevant HO departments.Co-design and execute effective plans/strategies to support donor-led audits, progress reviews, and quarterly reporting, in collaboration with relevant project staff and other stakeholders. Lead programmatic aspects of project evaluations and knowledge management in collaboration with project and external stakeholders, including relevant HO departments. Direct and responsibly manage use of project resources and finances in line with implementation plans and within approved budgets and evolving strategies in adherence to applicable organisational and donor policies and procedures. Lead the design and support implementation of strategies, processes, tools, and virtual/hybrid systems for capacity building of frontline cadres (approx. 100 in two provinces).Ensure submission of high quality and quality assured reports and data. Work closely with SI/M&E to initiate site service quality assessments and other program quality improvement processes to maintain the provision of high-quality services.Periodically travel to various sites to support implementation and QA/QI processes.Contribute to internal working groups and sharing of inter- and intra-country learnings. Prepare and submit reports as required as per the report template provided and by the specified deadline. Perform other managerial duties as assigned.Supervision:Ensure robust line management of key staff responsible for coordination/management of district-based teams and the application of the m2m performance-based procedures and systems.Provide ongoing coaching and mentorship of project teams and ensure high levels of motivation and productivity for a large team of frontline workers.Ensure adequate project implementation controls, processes and procedures to promote compliance and stewardship of human/financial resources.Promote a values-based culture amongst the Project TeamsPerform donor and stakeholder relationship management and development, including representation of m2m in key strategic forums as delegated.Provide input into and support preparations for high-level site visits as required.Maintain and grow stakeholder relationships, including representation of the organisation in key strategic technical working groups. Job Requirements Qualifications & Experience:Master's degree in public health, Social/Health sciences, Management or equivalentMinimum of progressive 10+ years of related experience in leading public health projects; managing and/or leading local or international donor funded projects.Experience working with National Department of Health and Gauteng and KZN Provincial Departments of HealthDemonstrated experience in quality assurance and quality improvement, including senior role in mentoring and provision technical support to project teams.Excellent experience with managing project cycles including conceptualization and implementation, monitoring and evaluation.Sound experience in working in a senior leadership/management and/or technical advisory role.Excellent knowledge in best practices/innovations in public health and case management models, particularly in TB and other communicable diseasesHigh-level technical expertise in TB, including drug susceptible TB (DS-TB)Technical expertise in community-based approaches of TB programming Extensive knowledge of South Africa's health systems and demonstrated ability to build and maintain strategic relationships with key stakeholders/strategic partners. Excellent working knowledge of and experience in using MS Office suite. Deep understanding of the South Africa health care delivery systemDemonstrated ability to develop and manage relationships with a wide range of stakeholders including NGO partners and government institutions of South Africa at all levels.Proven ability to work as a team leader, with various direct reports and as a team member with multidisciplinary teams.Ability to work well under pressure, manage multiple tasks and meet tight deadlines independently with sound decision making.Strong strategic and analytical thinking, problem-solving, decision-making and negotiation skillsExcellent written and verbal communication and interpersonal skills and an ability to establish and maintain relationships with the Project Prime, senior level managers, government officials and public health leaders.Ability to think creatively and systematically at all project levels.Self-starter, team player and results-orientedCultural sensitivity and ability to effectively engage participants of different cultures and backgrounds.A passion for m2m's vision and lives the m2m values.  mothers2mothers is an equal opportunity employer.
