Duties

This position is located in the National Marine Fisheries Service (NMFS), with 1 vacancy in the Pacific Islands Fisheries Science Center (PIFSC) and 1 vacancy in the Alaska Fisheries Science Center (AFSC), these vacancies are remote. As a Data Scientist you will perform the following duties:
  • Work as a member of a multidisciplinary team, to curate and explore various optical imagery data for the design, development, evaluation and application of Artificial Intelligence (Al) and Machine Learning (ML) capabilities, edge computing, and new automated analytic workflows. Conduct research resulting in proof of concepts demonstrating the automation of Al workflows to automate image analysis, such as preprocessing, classification, detection, segmentation, and 3D reconstruction from underwater and aerial platforms for fish, invertebrates, and marine mammals. Work with a variety of data types, including but not limited to underwater and aerial optical imagery (still and video).
  • Apply expert scientific and technical knowledge to define requirements and develop research projects from idea creation to system evaluation, with emphasis on data cu ration in support of these projects. Provide technical guidance, evaluate technical merit, and test criteria of proposed solutions. Maintain awareness of, and employ and document state of the art solutions to automate processing and evaluation of large volumes of said data, to support research project needs and fisheries and ecosystem optical survey data analysis in support of stock assessment.
  • Evaluate available open-source codebases and models by application to National Oceanic and Atmospheric Administration (NOAA) underwater and aerial imagery. Develop or adapt software using (Python and/or C/C++). Establish, configure, document, test and maintain application software and data management tools.
  • Interpret technical requirements in context of an overall system plan that makes the best working capability at the most reasonable cost. Execute technical research projects, track progress, and present technical material in a variety of forums (weekly team meetings, conferences, working groups, program reviews). Collaboratively publish study results in scientific journals and literature.

This is a term appointment not to exceed 13 months/years with possible extensions up to a total of 10 years without further competition. Appointment to this position will not convey permanent status in the Federal service. This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-3 is equivalent to the GS-11/12.
  • A one year trial period may be required.
  • Payment of relocation expenses is not authorized.
  • Payment of recruitment Incentives may be authorized.
  • AFSC positions, located in a remote location, negotiable after selection, is covered under bargaining unit 2274. All others are not in the bargaining unit.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience : Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. AND SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-3 or GS-11 level: Specialized Experience: In addition to meeting the Basic Requirement above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
  • Utilizing artificial intelligence (Al) or machine learning (ML) methods to process data; and
  • Utilizing software (such as Python or C/C++, etc.) to manage data applications.
OR SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and professional experience. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Note: Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

Education
