Review tender documents includingscope of work, drawings, andspecificationsCoordinate the input from allOffshore Operations departments into a single proposalsummaryAttend bid interviews with Managementand participate in Houston reviewsEnsure allinput bid has been reviewed and approved by the Division Managerand General Superintendent and Division Manager before submittal.The Diving Manager is to review and approve all divingestimatesDetermine if any clarifications arerequired from the company regarding the information provided in thetender documentsCirculate relevant sections ofthe tender documents and develop v=briefing documents for alldivision departmentsPrepare technicalclarifications/qualifications about the scope of work, drawings,and specifications and submit them to the ProposalCoordinatorDetermine the sequence of work tobe performedDetermine the equipment to performthe work based on availability, tender requirements, and managementbid philosophyDetermine the crew make-uprequired for each phase of the project. Update and circulate crewmake-ups as required. This includes nationality determinations andalterations to standard changes to cost for alternatenationalities, fuel, catering pricing,etc.Determine the duration of work, usinghistorical records for similar jobs whereapplicablePrepare a bar chart schedule for themarine work including vessel modifications and other preparatoryworkPrepare miscellaneous costs for offshorework. This will include barge rig-ups / designs, port clearances,and project consumables. The offshore miscellaneous costs willinclude input from Diving, E&M, safety, etc. And identifyall costs of compliance with the tenderdocumentsCoordinate all required constructionengineering and preparation of technical drawings for bidsubmittalsPrepare written procedures on safework methods which meet project requirements for inclusion in thetechnical bid submissionAscertain what workcontained in the proposal document is to be subcontracted ifanyPrepare technical description and bid pricestructure for subcontract requests for a quotation based onanticipated schedule and Company's job requirements. Thisis performed in coordination with the Subcontracts Administratorand Proposal Coordinator who assemble the commercial portions ofthe request quotation. Typicalsubcontracts theOffshore Coordinator will be responsible forare:SurveyDredgingPipehaulNear shorecrossingPipelinepre-commissioningAnswertechnical clarifications requested by the tendering Subcontractorsif anyEvaluate subcontract qualifications andmake recommendations to the Proposals Coordinator for a lump sumand miscellaneous costsReview subcontractqualifications for incorporation into principal qualifications tothe company
