About the job Primary and Secondary Consultants Food Supply Chain to Assist Food department (Closing date -03-03-2024) Background Balochistan remains the most vulnerable province in Pakistan, with the highest levels of food insecurity, malnutrition, and poverty. Food insecurity across districts is at a crisis level.i High prices, flooding drought, livestock disease and death, post-harvest loss are straining the food system and impacting livelihood opportunities for the food and agricultural sector. These drivers are adversely affecting food production, food affordability and food availability. To understand the main challenges to the food system, the Food Department in Balochistan has established a series of technical working groups (TWGs) to address various thematic areas in relation to the food supply chain. These TWGs will focus on identifying and rectifying inefficiencies in the food supply chains through evaluation of existing policies and practices. In addition, a Strategic Advisory Group has been established to assess recommendations provided by technical teams. The objective of these groups is to gain a comprehensive understanding of the challenges, opportunities, and entry points for improvements in the food supply chain in Balochistan. Considering the complexity of these assessments, the Strategic Advisory Group requires a technical expert or experts with experience and understanding of the intricacies of the food system within Pakistan and more specifically Balochistan. The lead consultant may be supported by a local consultant if required. About WFP: The United Nations World Food Programme (WFP) is a highly prestigious, reputable and the world's largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters, and the impact of climate change. In support of the Food Department of Balochistan, WFP Pakistan Country Office is currently seeking a technical consultant to work with the Strategic Advisory Group in strengthening agrifood system transformation, based in Quetta, Balochistan. Overall Scope and Objectives of the Consultancy The consultant will be responsible to develop a comprehensive document as a roadmap for strategic roadmap for bringing improvement in intended reforms encompassing all primary functions of the Food department, Govt. of Balochistan. Consultant will ensure this Working document is endorsed by the Strategic Advisory Group (SAG) of the Food Department of the Government of Balochistan after a thoroughly consultative process. This document will include detail review and gap analysis of the currently applicable and in practice Policies, Rules of Business and regulations, Standard Operating Procedures (SOPs) covering all business processes under the Food department, through a careful comparison with the standards of sister provinces as well as best practices from global evidence. This overall secondary assessment including systematic literature review and the consultation with the Technical Working Groups (TWGs) for their specific scopes will provided basis for the recommendations of the suggested reforms in the roadmap. The TWGs are as follows:
- Wheat Procurement and Movement
- Food Storage, Pest and Rodent Control (PRC) and Fumigation
- Wheat Issuance
- Certification of Flood Mills and Chakkis
- Food Fortification
- Human resources and job descriptions of food department staff
- Finance and Resources.
- 1. Review of the existing practices guiding and legal documents of the department (Acts, Laws, Policies, Standard Operating Procedures, Rules of Business, Regulations).
- 2. Comprehensive Situation Analysis in comparison to the national and global standards.
- 3. Provide recommendations for the modification in guiding and legal documents of the organization based on consultative process with the technical working groups.
- 4. Present and ensure endorsement of the recommendations from the Strategic Advisory Group.
- 5. Draft the guiding and legal documents (Acts, Laws, Policies, Standard Operating Procedures, Rules of Business, Regulations).
- 6. Develop a comprehensively overarching document in the shape of a roadmap including the theory of change, feasible plan of action with monitoring framework.
- 7. Suggestions for the reorganization of operations of the Food department and capacity strengthening of the department.
- Advanced degree in agriculture economics / MBA in Agribusiness / Food Systems / Specialties of Procurement with Supply Chain / Supple Chain and Logistics/ Value Chain Development of agriculture and market related fields.
- 10+ years of relevant experience with well reputed government or private organizations.
- 8+ years of experience in policy analysis, policy reform or research related to food systems, procurement, supply chain logistics and value chain development
- Working knowledge of Level C English with working knowledge of Urdu.
