For more information, please visit our website at Project Summary MSI implements USAID's Middle East & North Africa Monitoring, Evaluation, and Learning Support (MENA MELS) Activity, which delivers high-quality technical support in monitoring, evaluation, and learning activities for the USAID/Middle East Bureau (MEB), its Operating Units, and implementing partners. Project services include monitoring systems, evaluations assessments and research, learning and utilization, and MEL capacity building and training. The USAID West Bank and Gaza Mission (USAID/WBG) under MENA MELS has commissioned MSI to conduct a wide range of monitoring and evaluation (M&E) services for Fiscal Year 2024. There are two upcoming activities linked to the Middle East Partnership for Peace Act (MEPPA) program that require additional support: 1) a portfolio-level mid-term evaluation of the MEPPA program (for partners awarded grants in FY22/23); and 2) a portfolio-level baseline study for new MEPPA partners who were awarded grants at the start of FY24. - Consult partners for design inputs for the mid-term evaluation.
- Participate in the development and revision of instruments, including translating discussion guides and survey tools into different languages, such as Arabic or Hebrew.
- Review partners' performance data, quarterly reporting, and other project documentation.
- Aggregate and analyze quantitative perception survey data.
- Analyze data and contribute to report writing.
- Support the development and delivery of the evaluation and/or baseline presentations.
- Coordinate with the Team Lead and other team members.
- Bachelor's degree required. Master's degree in international development, social sciences, or other relevant field from an accredited institution is preferred.
- Minimum 10 years of demonstrated experience working on or leading evaluations and baseline studies required.
- Minimum 10 years of experience in the MENA region preferred.
- Experience with do-no-harm participatory research required.
- Experience in evaluating peacebuilding programs strongly preferred.
- Experience with USAID preferred.
- Familiarity with MEPPA preferred.
- Strong organizational, analytical, writing and oral presentation skills required.
- Based in Palestine, Israel, or neighboring countries preferred.
- Oral and written proficiency in English and fluency in Arabic or Hebrew required.
