POSITION: Vice President - Finance & Administration   RESPONSIBLE TO: CEOSRC's Client, the Ontario School Boards' Insurance Exchange (OSBIE) is a non-profit insurance company providing commercial lines of insurance to the school boards of Ontario. Their people are their greatest asset and at OSBIE they aim to balance work and play by providing their employees with hybrid work arrangements and a variety of social settings and events that promote a collaborative and connected work environment. The Vice President - Finance & Administration is a key leader responsible for all the financial and accounting functions, including financial planning, and budgeting, financial analysis and reporting, financial control, cost accounting, treasury and cash management, financial audits, and taxation. In addition, the Vice President - Finance & Administration is responsible for Information Technology, Human Resources, and acts as the Chief Compliance Officer.    The Vice President - Finance & Administration is responsible for the oversight of the firm's financial systems including financial reporting, projections as well as managing the overall financial risks of the firm. The Vice President - Finance & Administration maintains a credible relationship with the CEO, the Leadership Team, the Board of Directors, stakeholders, the Regulator. They participate in related industry associations to build networks and relationships beyond OSBIE.   The Vice President - Finance & Administration will work closely with the Vice President - Insurance Operations, as executive partner.  Accounting and Financial Reporting• Provide strategic management and oversight of the accounting and finance function and systems including but not limited to, overseeing the application of appropriate accounting policies, procedures, and internal controls for accurate financial reporting and financial systems implementations, maintenance, and upgrades. • Act as an advisor to the business and to the CEO. • Responsible for timely and accurate development and reporting of monthly, quarterly and annual financial statements and reports.• Develop annual budget based on departmental input and actuarial forecasts and monitor actual to expected expenditures to maintain target expense ratio. • Liaise with auditor and actuary to ensure accurate information is exchanged. • Identify and manage finance/capital/reinsurance assessment projects with actuary and auditor.  • Manage relationships with banking and investment institutions.• Identify and manage business risks. • Work with investment consultants and account managers to ensure investment management reporting is accurate and portfolios are compliant with Asset Mix. • Monitor and respond to changes in regulatory environment; develop and maintain working relationships with various auditing bodies. • Responsible for regulatory reporting to FSRA on quarterly and annual basis; oversee and participate in P&C-1 preparation. • Oversee monthly reporting to IBC. • Provide timely and accurate information to the Board of Directors regarding financial information (monthly, quarterly, annually). • Oversee and coordinate corporate income tax preparation and other tax filings.• Oversee the department's hiring, team development, performance management and mentoring.• Plan, manage and coordinate duties, responsibilities, and workloads of direct reports.  IT  • Oversee the IT function, including the development and implementation of OSBIE's IT strategy, road map and budget.   • Identify systems development projects, prioritize, and oversee their implementation as they relate to the Policy, Underwriting and Finance systems. • Support investment in cyber security to maintain appropriate levels of integrity.  Human Resources  • Responsible for development, implementation, of human resource policies and maintenance of Human Resource manual. • Oversee all aspects of payroll including remittances to Receiver General, EHT, WSIB, OMERS pension plan, and liaise with Ceridian. • Oversee and participate in enrolling, changing, terminating, employment records and administration of staff employment, including vacation, staff benefits, etc. • Oversee evaluation of employee benefit plans and make plan changes, as necessary.  Education and Experience Requirements• Must have Chartered Professional Accountant (CPA) designation in good standing, and an in-depth understanding of and experience with IFRS-17 based insurance accounting.• Minimum of 12 years' experience in Insurance accounting or finance, including a minimum of five years in leadership roles. Candidates should have held positions of increasing responsibility within an accounting department such as Director of Finance, Director of Accounting, or Controller.• Experience preparing reports and presenting to a Board of Directors.• Experience in office administration and staff leadership. • Experience leading both Information Technology and Human Resources portfolios. Skills and Behaviors • Exceptional written and oral communication skills; able to communicate and sell concepts. • Strong leadership skills to motivate and direct a team. • Exceptional strategic thinking skills. • Excellent project management skills and proven track record of meeting deadlines. • Elevated level of integrity and attention to detail and accuracy. • Excellent problem solving and decision-making skills. • Experience working with hybrid or remote teams. • Able to travel occasionally.  Insurance
