I. Introduction/Background:



Ipas is an international non-governmental organization (INGO) that works to assist the Government of Pakistan in achieving the country’s commitment towards Sustainable Development Goal 3 (good health and well-being). It seeks to reduce maternal mortality and morbidity associated with complications due to unsafe practices. Improving reproductive healthcare is vital to preserve women’s reproductive capacity (fertility). We collaborate with provincial governments (in Punjab, Sindh, and Khyber Pakhtunkhwa) and the ICT region to provide technical assistance and support for strengthening the public and private healthcare system. We improve the provision of maternal healthcare services based on nationally approved guidelines and recommended technologies such as uterine evacuation and healthy spacing methods. We help to upgrade government-run hospitals and medical facilities by providing need-based equipment, supplies, and training to health care practitioners. In one of our project, we are looking for an M&E officer to plan and implement the monitoring and follow-up system for training in hospitals/health facilities and health workers in the community. The M&E officer will provide technical and administrative support for monitoring and evaluation activities

III. Place of Performance: Hyderabad field Office with frequent travel to Thatta and Islamabad



IV. Scope of Work:



Ipas Pakistan is looking for an M&E expert with at least 4 years of relevant experience. The Monitoring and Evaluation (M&E) Officer will be responsible for delivering technical and implementation assistance to the Ipas Pakistan Monitoring and Evaluation Unit. The role involves coordinating and overseeing data management, conducting routine monitoring, and ensuring the accurate compilation and input of all project-related data into the relevant database. The M&E Officer will play a key role in devising and executing the quarterly M&E work plan to facilitate effective monitoring and evaluation activities. Collaborating with program teams, partners, and external consultants, the officer will actively participate in routine monitoring tasks as needed. A core focus of the role is to uphold the quality of data entry while consistently meeting established deadlines. This role includes managing additional responsibilities such as helping admin and logistic tasks including but not limited to preparing for trainings, data backups, retrieving data when necessary, and maintaining the confidentiality of information contained in the data forms. The M&E Officer is an integral part of ensuring the success and integrity of monitoring and evaluation efforts at the Ipas Pakistan

VII. Deliverables/Milestones

  • To provide technical support during the implementation of M&E activities, including data management, analysis, documentation, and donor reporting with the support of the RM&E Advisor
  • Regular and accurate compilation and entry of all project data in the relevant database
  • Ensure quality of data entry and meeting the desired deadlines; Manage additional responsibilities, including filling up the data for back-ups, retrieving data as and when required, and Maintaining confidentiality regarding the information in the data forms.
  • Actively monitors the progress of project activities, updates, and develops project reports as and when required.
  • Carry out M&E data collection processing and analysis and contribute to documentation and dissemination work, including presentation development and report writing.
  • Developing the annual and quarterly M&E work plan for effective M&E activities.
  • Assist program team in the routine program implementation activities preparations.
  • Develops and maintains records of M&E activities and conducts field visits for M&E.
  • Travel as and when required with supervisors/CD approval.
  • Perform other duties as assigned by the supervisor/CD.
Essential skills and qualifications:

  • Bachelor’s degree in statistics, Biostatistics, or another related field.
  • 4 years of experience conducting monitoring, evaluation, and research in public health and donor-funded projects/programs.
  • Strong data management skills, including experience coordinating field activities and communication among organizational staff, partners, and stakeholders.
  • Demonstrated ability in word processing, spreadsheet (Excel), and statistical computer packages (Epi Info, SPSS, Stata) and PowerPoint
  • Have a clear understanding and compliance with data privacy and confidentiality.
  • Strong written and spoken communication skills in English and Urdu.
  • Ability to work as an effective team player, proactive and able to work under pressure and multitasking per project/program needs- flexible to meeting short deadlines on data analysis and contribution to report development/data review and documentation.
  • Strong interpersonal communication skills and time management
  • Ability and willingness to travel frequently to field areas for monitoring, follow-up, and data collection.
Desirable skills:

  • Fluency in Sindhi Language
