DRC established operational presence in Colombia in 2011 with focus on Humanitarian Mine Action (HMA) and providing support to conflict-affected population in the south of the country. With the onset of the large mixed migration flows into Colombia due to the Venezuelan crisis, DRC started up an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities. Hence, DRC has been able to assist the Colombian population, Venezuelan refugees, migrants and host communities through its integrated humanitarian response. About the role: The Shelter& Infrastructure Technical Coordinator is responsible for the strategic development, overall quality and impact of DRC’s Shelter and Settlements (S&S) programme, with a strong underlying Disaster Risk Reduction lens. S/He is expected to set up/start up a S&S response for DRC Colombia in designated informal settlements, carrying out the necessary technical assessments, team technical supervision and training, and lead technical implementation of S&S activities. The S&S Coordinator will also contribute to the sector strategy development in line with existing DRC programme strategy and participate and represent DRC in key coordination meetings. Responsibilities: Project Management
- Ensure launch of quality control and standard compliant S&S focused DRR projects in designated areas
- Ensure smooth and timely implementation of S&S activities (assessments, planning, BoQs, training, design material and implementation supervision) according to established workplans and projects’ outcome/outputs
- Overview project forecast and spending plans of S&S projects/components
- Support MEAL’s unit in developing adequate S&S specific monitoring and evaluation tools
- Contribute to donor engagements events and external and internal reports as needed
- Participate in/take the lead where necessary in projects’ kick-off, follow-up and closure meetings, ensuring accountability to projects’ commitments.
- Provide strategic and technical guidance to programme staff; developing tools/guidance such as SOPs for different modalities for S&S activities in line with the existing at global level and in close collaboration with the Global S&S Sector Lead
- Provide technical support on the recruitment of S&S programme staff, including development of Terms of Reference (ToRs), written test and interview guides
- Ensure technical supervision of S&S programme staff, including participation in performance evaluations
- Facilitate capacity building for team members to develop stronger shelter expertise in-country. This includes coaching, capacity and mentor building for S&S/DRR staff in close collaboration with the Global S&S Sector Lead.
- Analyse existing data/information on S&S in areas of interest; develop and undertake S&S needs assessments in key areas according to DRC programme strategy to inform program design and wider sector strategic direction, in particular exploring how S&S interventions can contribute to DRR in displacement/migration settings
- Support the HoP and programme team in the development of project proposals, design of workplans and budgets for S&S, and S&S focused DRR interventions
- Identify and develop DRR strategic and complementary entry points for DRC S&S programme, including exploring and developing strategic partnerships contributing to quality and scaling up of programmes.
- Play a proactive role in integrating shelter strategy with other sector strategies to ensure maximum impact;
- Working collaboratively with the Global S&S Sector Lead and other technical specialists/coordinators to ensure minimum protection standards are mainstreamed.
- Represent DRC in key coordination meetings such as the national Shelter & Settlements Cluster and the Multisector Response Working Group
- Represent DRC towards external stakeholders, including humanitarian partners, donors, authorities, etc. acting as DRC’s focal point for relevant coordination fora.
- At least 5-years’ experience in working for international humanitarian organizations in complex conflict settings, including 3 years in managerial and/or coordination capacity
- Previous experience working in context of urban displacement/migration
- Previous experience working with Disaster Risk Reduction (DRR) approaches and concepts
- Solid experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in proposal writing/reporting and budget
- Excellent technical knowledge of shelter technical standards and principles with demonstrated capacity to develop effective responses/modalities to identified shelter needs
- Commitment to integrate protection and accountability into programming
- Strong coordination capacity with proven representational skills
- Demonstrated ability in thinking creatively and practically to improve the quality of programming and achieve greater impact
- Strong capacity building, facilitation, and presentation skills
- Ability to work flexibly in a diverse team; with proven leadership skills
- Fluency in written and spoken English

- Asegurar la puesta en marcha de los proyectos de A&A en cumplimiento con los estándares de calidad y con enfoque de Prevención y Reducción de Riesgos de Desastres en áreas seleccionadas.
- Asegurar implementación continua de las actividades A&A (evaluaciones, planeación, preparación de planes de compras, formación del equipo, diseño de material y planes técnicos, supervisión a la implementación en terreno, etc.) según planes de trabajo establecidos, y los resultados esperados de los proyectos.
- Supervisar proyección y planeación de ejecución de recursos financieros para los componentes A&A de los proyectos
- Apoyar a la unidad de Monitoreo, Evaluación, Aprendizaje y Rendición de Cuentas (MERA) en el desarrollo de herramientas de monitoreo y evaluación especÃficas para actividades de S&S
- Contribuir a informes a donantes, internos y externos según necesidades y apoyar a encuentros con donantres
- Participar / liderar cuando necesario – en espacios de lanzamiento, seguimiento y cierre de proyectos, asegurando rendición de cuentas y cumplimiento con los compromisos contenidos en los proyectos.
- Proporcionar lineamiento estratégico y técnico al personal programático; desarrollar herramientas de trabajo (POE) para diferentes modalidades y actividades
- Proporcionar apoyo técnico en la contratación de personal, incluso en el desarrollo de Términos de Referencia, pruebas escritas y guÃas de entrevistas
- Asegurar supervisión técnica del programa de A&A, incluso participar en las evaluaciones de desempeño del personal técnico
-  Facilitar el fortalecimiento de capacidades del personal y contribuir al crecimiento de la expetiencia de DRC en Colombia en el área de A&A, incluyendo a través de mentoring/coaching y formaciones para el personal de A&A en colaboración con el referente técnico global para el sector A&A
- Analizar la información existente sobre necesidades relacionadas con A&A en las áreas de interés; desarrollar y liderar evaluaciones de necesidades en áreas clave en lÃnea con la estrategia programática de DRC en apoyo al diseño programático y el desarrollo estratégico del sector, en particular considerando como A&A puede contribuir a la Reducción y Prevención del Riesgo de Desastres en contextos de migración y desplazamiento interno.
- Apoyar el/la Gerente del Programa en el desarrollo de propuestas de proyectos, diseños de planes de trabajo y presupuestos para A&A, incluso con enfoque de prevención/reducción de riesgos de desastres.
- Identificar y desarrollar puntos de entrada programáticos para programación con enfoque de prevención y reducción de riesgos de desastres, incluso explorando oportunidades de alianzas estratégicas que puedan contribuir a mejorar la calidad o ampliar la cobertura del programa.
- Contribuir activamente a la integración de la estrategia A&A con las demás estrategias sectoriales de DRC Colombia para maximizar calidad e impacto
- Colaborar con el referente global técnico A&A, los/las demás coordinadores/as técnico/as y especialistas para asegurar la transversalización del enfoque de protección en la programación A&A
- Representar a DRC en espacios clave de coordinación tales como el Cluster de A&A y el Grupo de Trabajo Multisector
- Representar a DRC en espacios con actores clave, incluso aliados humanitarios, donantes, autoridades, etc. actuando como punto focal para plataformas de coordinación nacionales y regionales
- Al menos 5 años de experiencia trabajando con organizaciones humanitarias internacionales y contextos de crisis complejas, incluso 3 años de experiencia de supervisión/coordinación de equipos
- Experiencia previa trabajando en contexto de desplazamiento y migración forzada, urbanos y rurales
- Experiencia previa en trabajar con enfoque de Prevención y Reducción de Riesgos de Desastres (DRR) preferible
- Experiencia sólida en gestión y desarrollo de proyectos, incluso capacidad de liderar ejercicios de evaluaciones, diseño, implementación y monitoreo
- Buenas competencias en redacción de propuestas, informes y construcción de presupuesto
- Conocimiento avanzado de estándares técnicos nacionales a internacionales y principios para programación de A&A
- Compromiso hacia la rendición de cuentas a transversalización de la protección en programas de A&A
- Capacidad de coordinación y representación demostrada
- Habilidad para pensar creativa y prácticamente para el mejoramiento de intervenciones en terreno
- Facilidad para la formación, fortalecimiento de capacidades y acompañamiento técnico
- Habilidad y voluntad de trabajar con un equipo diverso, con capacidades de liderazgo demostradas
- MaestrÃa / diploma en arquitectura, ingenierÃa civil u otro sector relevante
- Nivel Avanzado en español hablado
