As Security Regulations Manager, you will be responsible for managing the Qatar Airways Security Management System (SeMS). You will facilitate and continuously improve the documented framework to ensure that Qatar Airways remain complaint with all regulatory, Qatar Airways and IATA Operational Safety Audit (IOSA) requirements. You will play a key role in the promotion of security awareness and the establishment of a strong security culture across QR Group and will be pivotal in the establishment, oversight and analysis of security objectives and security performance standards. Accountabilities:
- Prepare and lead key teams/projects required to maintain the QR AOSP, including managing the supporting team members and working effectively across QR functional areas, in order to ensure the AOSP delivers against aviation security regulations and also meets the needs of the QR business.
- Using the output of projects required to maintain the QR AOSP, oversee the preparation of text amendments to ensure the AOSP and other key aviation security policies, standards, procedures, bulletins, notices and training material are relevant, up to date, and meet the requirements of the NCASP of States QR conduct flight operations in.
- Translate strategic plans into tactical plans regarding management of department SOPs ensuring all SOPs detail step-by-step instructions for specific tasks to streamline processes and achieve maximum efficiency for QR, and that they are reviewed at appropriate time scales to ensure QR continue to deliver excellence.
- Ensure the database used for all correspondence with appropriate authorities of States QR conduct flight operations in, is effective and up to date, to ensure that QR has access to the latest aviation security regulations that may impact QR commercial and operational activity such that QR can adjust activity as required in a timely, constructive fashion.
- Lead teams preparing responses to appropriate authority requests for AOSP information in a timely fashion, to ensure QR delivers against the NCASP and maintains professional credibility.
- Translate strategic plans into tactical plans to ensure that the GS&S - Security Team performance data that is used in QR governance forums is professional, attractive and articulate to ensure occurrences, risks and trends that may affect QR are addressed.
- Lead key teams/projects to build a strong security culture across QR, including managing the supporting team members, to ensure that QR continues to deliver the highest aviation security standards in the industry.
- Prepare tactical plans to ensure that Group Security Microsoft windows drive and the QR Corporate Document Management System components of the SeMS/lOSA are maintained at the highest standard and deliver excellence for QR.
- Continually evaluate the procedures and software systems used by the regulations team, and the processes surrounding the use of them, to ensure they achieve maximum productivity with minimum wasted effort or expense to continue to meet the highest standards and drive continuous improvement.
- Responsible for the design, development and maintenance of the regulations team suite of performance tools e.g. reports, dashboards, analysis of specific problems using data to ensure the team continue to focus on quality and adapt to push to new bests.
- Experienced leader who is competent in management tools, methods, processes and techniques
- Demonstrates professional competence and an excellent knowledge of aviation security policy, procedures and operational delivery formed from experience within an airport, appropriate authority or an airline
- Experience of managing an aviation security management system (SeMS)
- Experienced in undergoing an IATA Operational Safety Audit (IOSA)
- Strong at effectively communicating with a variety of audiences on an international basis, in cultivating productive relationships, and handling sensitive security situations with diplomacy and tact
- Self-starter with an appropriate level of professional skepticism and attention to detail
- Delivers quality outputs within prescribed time
- Excellent knowledge of ICAO Annex 17, ICAO Document 8973 and National Civil Aviation Security Programmes
- Qualified Aviation Security Auditor/Inspector or alternative discipline e.g. airside operations
- Completed the IATA-IOSA Airline Auditor Training
- Completed the IATA-Lean Six Sigma Training
- Ability to manage critical relationships
