Purpose: Applies expert engineering knowledge and seasoned project / site experience to support the successful commissioning of any project in Company business areas including hull/topsides/mooring facilities right from preparation phase to execution phase. Responsibilities:

  • Participate in Engineering Reviews and Engineering Validation Activities including but not limited to HAZID, HAZOP, Studies, Operability, Front Loading Commissioning in design, SCE’s and Performance standards in Commissioning Procedures.
  • To independently review & develop various complex commissioning deliverables, analyze the documents and highlight the shortfalls through vigorous review process and address these shortfalls with the team.
  • Develop Onshore and Offshore Commissioning Procedures for Marine Mechanical Systems and supporting Mechanical Systems / Requirements for equipment.
  • Develop / review commissioning schedule & optimize the duration.
  • Provide technical support as required for marine related equipment.
  • Optimize FSR requirement & engagement on site during commissioning.
  • To support in developing project deliverables as per project & client requirement.
  • Prepare & Review of company development work methodology / procedures.
  • Capable of managing demanding expectations of clients which may range from addressing gaps to unexpected work scope variations while ensuring conformance to the project, regulatory and contract requirements.
  • Attend FAT and SAT depending on project requirements.
  • Independently deals with regulatory authority, class, vendors and clients with regards to comments or queries on commissioning deliverables and develops technical/engineering solutions to the issues raised.
  • Carry forward the COMPANY HSEQ policies / requirements to the team and meet overall HSEQ objectives in all projects / feedback results to corporate HSEQ team.
  • Participates in meetings with the project team to review progress and addresses interface/implementation/execution issues where necessary based on the standard procedures, practices and lessons learnt from past projects to ensure that the project proceeds timely and smoothly.
  • Perform duties as per directives of reporting authority.
  • Leads site execution team on performing pre-commissioning and commissioning activities planned for Marine Mechanical systems, managing the interfaces with Construction and Pre-Operations teams, ensuring adherence to Operations safe system of work regarding all the Marine System Commissioning SoW.
  • Commissioning of Marine Mechanical systems, functional tests and system certification with Class Society.
  • Responsible for verification and close out of all safety critical elements associated with the package.
  • Ensure all regulatory and statutory testing and requirements are performed and records are maintained.
  • Perform risk assessment for the commissioning scope, conduct toolbox meetings.
  • Ensure to supervise technicians to carry out commissioning activities in a safe and controlled manner in accordance with site procedures and PTW requirements
  • Manage discipline and cohesive environment in the office. Monitor / guide all commissioning engineers/assistants/administrators.
  • Day to day planning of work, manage schedule & targets of the project as required.
  • Identify and manage resource requirement to meet schedule and targets.
  • Prepare and maintain commissioning records of site observations, testing processes and checklists
  • Coordination of functional testing of commissioned systems and engaging the operations team when and where needed.
  • Troubleshoot the logic function, suggest modification plan of logic diagram, liaise with I&C engineer, ICSS and third-party vendor and implement.
  • Lead and complete the system functional, dependency & interface test (mechanical, instrument and electrical) of commissioned systems
  • Execute pre-commissioning and commissioning as per procedure and sign-off respective documents with client representative for system closure.
  • Prepare timely and accurate technical report for management and a reference for future.
  • Travel to offshore project sites and perform offshore commissioning / assist facility startup.
  • Lead the team to perform start-up at offshore following the start-up procedure, stabilization and performance testing.
  • Ability to set priorities and meet deadlines.
  • Ability to problem solve with or without the guidance of senior leadership
  • To conduct analytical review of complex progress reports to systematically identify issues and from there, address these issues in a timely manner.
  • Disciplined in time management and independent in handling/prioritizing complex work requirements within the project’s stringent timelines.
  • Interact with other engineering department for obtaining engineering and specific vendor documents & details.
  • Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members.
  • Guides and motivates the commissioning team to carry out work within the stringent project timelines through awareness of the project’s unique constraints.
  • Guides the junior staff to understand the technical and project required functions through discussions or knowledge sharing sessions in the light of the company’s standards, procedures and engineering requirements.
  • Plans and carries out audits of procedures, safety practices and documentation/records with reference to corporate standard procedures to ensure compliance and, identify gaps and training enhancement requirements of team members.
  • Resolve project/after sales related problems within their area of expertise in coordination with project leads
  • Ensure data and information accuracy from each project.
  • Provide feedback/update to project throughout creation, testing and rollout of deliverables.
  • Responsible for the CIC related deliverables during proposal phase.
  • Create and standardize project related documentation and training programs.
  • Coach and train project employees and clients (when needed).
  • Participate in CIC project reviews/assessments.
  • Responsible to maintain LL database of each subject.
  • Assess projects as per IMS standard and LL.
  • Lead continuous improvement process of the subject and be a focal point to respective engineering section or group.
Requirements:
  • Bachelor Degree in Engineering (Mechanical) with 14 to 17 years work experience (or) Master Degree in Engineering (Mechanical) with 12 to 15 years work experience with minimum of 10 years work experience in onshore/offshore Oil & Gas area or FPSO line(s). Also Diploma in Engineering with 17 to 20 years work experience (making the equivalent to degree) can also be considered.
  • Specialist knowledge of marine systems or related project line
  • Ability to define concepts of completion process.
  • Experience in design of FPSO’s including FEED, detailed design, construction, commissioning & start-up phase.
  • Experience of Marine Mechanical Systems and EPCIC to handover to operations.
  • Experience in Marine Utilities Systems, Emergency & Essential Diesel Generator, Fire Fighting & Safety System, LQ Marine Utilities & Life Saving Systems, LQ HVAC & Machinery Spaces Ventilation System, Deck Systems – Cargo Pumps, Ballast Systems, Tank Gauging, Cargo Offloading & Mooring, Hydraulic Remote Control Valve System, Deck Cranes, Chain Jack, Riser Handling & Mooring System & Inert Gas Generator
  • Experience in marine equipment & package technical specification, such as specification and mechanical data sheet.
  • Experience in leading the team in troubleshooting the Marine Utilities Systems, Emergency & Essential Diesel Generator, Fire Fighting & Safety System, LQ Marine Utilities & Life Saving Systems, LQ HVAC & Machinery Spaces Ventilation System, Deck Systems – Cargo Pumps, Ballast Systems, Tank Gauging, Cargo Offloading & Mooring, Hydraulic Remote Control Valve System, Deck Cranes, Chain Jack, Riser Handling & Mooring System.
  • Have thorough knowledge of marine equipment internals.
  • Have knowledge of industrial codes and standards is desirable.
  • Have proven project experience and skills in Testing, Pre-commissioning, Commissioning execution and startup offshore.
  • Experience in offshore plant startup and stabilization and able to provide Operations with technical support throughout start-up, stabilization, and performance testing.
  • Experience in commissioning and startup of Marine Utilities System, Essential Generator, Emergency Generator & Fire Pump Diesel Generator & Inert Gas Generator.
  • Spaces Ventilation System, LQ Life Saving System – Lifeboat, Fast Rescue Boat, Life Raft & etc.
  • Experience in commissioning and startup of Cargo Pumps, Ballast Pumps, Hydraulic Remote Control Valves, Cargo Offloading & Mooring System, Deck Cranes, Chain Jack, Riser Handling & Mooring System
  • Experience in commissioning and startup of Fire Fighting & Fire Safety System –Watermist, Low Expansion Foam, High Expansion Foam, Inergen System& etc
  • Work experience within strict regulatory environments and aligning commissioning independencies with engineering compliance and contractual requirements.
  • High safety awareness is mandatory. A good knowledge of managing simultaneous operations (SIMOPS) is essential.
  • Significant knowledge of multiple technologies, projects and applications. Working knowledge of competing and alternative technologies.
  • Familiar in use of Software, Database systems related to System Completion, Project Management (MS Project / P6) and General computer literacy (MS office).
  • Shows evidence of good Organizing / Management skills.
  • Demonstrate ability to take lead.
  • Good communication skill.
  • Commitment to take responsibility and work under pressure.
