The Senior Program Manager (SPM) is responsible for the management and oversight of all programmatic matters in Sudan. This position will be based in Nairobi, Kenya for a duration not expected to exceed six months. In consultation with IRI/Washington and the Sudan Project Director, the SPM will support the long-range implementation strategy for IRI programs in Sudan, monitor program budgets and reporting, and be responsible for compliance with local laws and /or regulations governing current funding. Position Requirements Primary Functions & Responsibilities Leads the implementation of all program activities ensuring consistency with grant workplans and objectives. Monitors analyzes, and reports on political and related developments in Sudan to provide regional and country analysis. Participates in the substantive design of innovative programs and contributes to the development of new program ideas in Sudan. Serves as a resource for program staff, including addressing implementation challenges and developing innovative and advanced program ideas for program development Analyzes and reports on political and related developments in Sudan to provide regional and country analysis. Assists the DC team with coordination with Sudanese partners in and outside of Sudan and other stakeholders for program implementation, including government representatives, political party leaders, civic leaders, etc. Actively supports IRI’s communication strategy including IRI’s branding and outreach plans on projects assigned, including drafts and updates program summaries and other outreach materials, drafts web stories, tweets, etc. Travels as needed for program oversight and implementation; if an immediate need arises deploys for longer periods of time to maintain and ensure continuity of the program. Monitors various project objectives and ensures that staff, consultants, and partners are kept on track to achieve results. Reviews and drafts as needed grant reports.Ensures adherence to monitoring and evaluation plans, including the monitoring of programs and evaluation/analysis of program results. Reviews and drafts donor reports or as instructed contributes to sections of monthly, quarterly, semi-annual, final, and other relevant reports for funders. Maintains an understanding of donor and IRI policies and procedures related to finance, grant compliance, and oversight. Supervises and monitors as requested the work of Program Officers, and Senior Program Associates as assigned to the Sudan programs. The SPM should coordinate the implementation of activities daily with other field staff working remotely. Anticipates potential problems and troubleshoots project problems offers solutions and actively takes part in leading resolution of them with creative and immediate solutions. Performs other duties as assigned. Qualifications Behaviors : Motivations : Preferred Masters or better in Political Science or related field. Experience Required 8 years: •Working knowledge of the politics, economics, history, and culture of the region, particularly Sudan and neighboring countries.•Demonstrated management experience including the ability to motivate and manage staff.•Demonstrated experience working with USG-funded projects and familiarity with USG regulations and processes, especially USAID.•Demonstrated financial management experience in developing and administering program budgets.
