Senior Manager Supply Chain Company Summary: Cad Railway Industries Ltd was founded in 1968 headquartered in Montreal. Cad Rail has other facilities in Calgary, Lethbridge (under Caltrax banner) and has recently been selected by the ONxpress Transportation Partners association to provide all legacy fleet maintenance services for the Metrolinx rail fleet of approximately 1000 bi-level coaches and 90 locomotives. Cad Railway's delivery team will operate and maintain Metrolinx's rail maintenance facilities in Etobicoke and Whitby, as well as in multiple overnight along with mid-day light servicing facilities located across the Metrolinx train service area. Summary of the role: The Senior Manager Supply Chain is responsible to oversee and govern all aspects of Supply Chain Management for the Metrolinx's Legacy Fleet Maintenance operations. This individual will collaborate with the management team, customers, suppliers, partners and involved stakeholders. Reporting to the Head of Fleet Maintenance will manage all aspects of the supply chain process including procurement, material analysis/warranty management, inventory, and material control (shipping and handling) ensuring all processes and procedures algin with the organization's strategic goals and strategies. Core Accountabilities: Confirm that all HSE policies, processes and procedures are being compliedResponsible for the oversight and management of the Supply Chain Team. Provide direction, coaching and guidance to ensure the highest level of performance. Develop a strategic direction for the department ensuring that the supply chain objectives are aligned with the needs of the businessProvide ongoing guidance, training, and mentorship to the Supply Chain Team on strategic sourcing principles and purchasing best practices with a focus on increasing individual performance and maximizing potential cost savings and cost avoidance. Ensure best practices are in place for all aspects of the department including warranty management, inventory control and material handlingManages the flow of goods, resources and information required by the supply chain to ensure that critical processes run effectively and achieve organizational goals and performance KPIsDevelop and implement business processes and leverage systems solutions to improve supply flow and agility while reducing operating costs and improving customer serviceManage the development and planning of procurement plans to ensure alignment with sourcing activitiesContinually assess and evaluate market and delivery conditions to determine present and future good and material availabilityDevelop and implement contract management strategies pertaining to preferred vendors, negotiated terms and conditions that are optimal to the business and minimize contractual risk, while ensuring that volume discounts and related cost savings are maximizedLead and negotiate complex requests for equipment, supplies and servicesAssist with recruiting and maintaining suppliers that provide high quality products and services at the best valueReview purchase order claims and contracts for conformance to company policy. Prepare and review contracts, bids, proposals and vendor agreements for terms, price, and acceptability of items to specificationsLead negotiations that involve complex deal modelling· Ability to develop KPI's and present dataPrepare senior management relating any potential complicationsWork with the team to prepare and create recurrent reports that are requested by operations or higherComply with the company's applicable policies and procedures as well as human resources' guidelines Qualifications: Ability to build strong rapport with the team and unionized maintenance personnel7 to 10 years experience in a supply chain role and/or a related field. 5 years experience in a senior leadership role. Rail locomotive and passenger coach experience and knowledge is an assetPrior experience managing a teamExtensive knowledge and experience building supply chain processes and best practicesExperience understanding contract structure, terms and conditions and supplier performance metricsDiploma or degree in a related field.
