Position Title: Legal Counsel, Regulatory Team and Location: Corporate - Calgary, AB Position Summary: Parkland is looking to hire one Legal Counsel, Regulatory or Regulatory Advisor (see other posting on Parkland.ca). The role will report to the Director, Regulatory and Disputes and will be responsible for assisting with the development and implementation of Parkland’s regulatory management program spanning Parkland’s operations in Canada, the United States, and the Caribbean. The role will be required to work closely with a number of business units including HSE, Risk & Controls, IT, and Operations to identify, map, and manage regulatory compliance obligations affecting our business. The role will also assist with the monitoring and maintenance of Parkland’s anticorruption and bribery framework and KYC program, among other programs managed by the Legal and Regulatory team, as well as providing general regulatory advice and assistance to discrete matters for the business units we support.

Responsibilities

  • Contributing to the development and implementation of Parkland regulatory management program. This includes identifying and understanding regulatory obligations pertinent to the different business units within Parkland. drafting policies, processes, and controls to assist business units in meeting their regulatory obligations, and providing assistance to monitor and remediate non-compliance matters.
  • Leveraging legal knowledge and experience to interpret regulatory and legislative obligations and provide advice to the business.
  • Monitoring and tracking regulatory and legislative developments pertinent to the business.
  • Collaborating with internal and external stakeholders to respond to legislative and regulatory proposals, regulatory inquiries, and other reporting obligations.
  • Developing and participating in training and educational programs with regards to regulatory change management.
  • Developing processes and tools to enhance Parkland’s ability to meet its regulatory change management objectives.
  • Monitoring and maintaining the Legal and Regulatory team’s regulatory compliance programs.
  • Where necessary, drafting memos or legal opinions to support responses to regulatory non-compliance events.

Requirements

  • 3 – 5 years of legal experience in a regulatory role, in private practice or a combination of private practice and in-house. Experience support clients in the energy, retail, or transportation sectors would be an asset.
  • Juris Doctor (J.D.), Bachelor of Laws (LL.B), or equivalent degree.
  • Must be a lawyer who is a member of, or eligible for immediate membership in the Law Society of Alberta or another common law jurisdiction.
  • Proven track record assisting clients in understanding and developing strategies in complex regulatory environments.
  • Experience advising clients on the development and design of regulatory or compliance programs.
  • Experience in compliance program strategy and transformational initiatives between business units and corporate risk and compliance functions is a strong plus.
  • Previous experience with governance, risk management and compliance (GRC) software, such as MetricStream or Resolver would be an asset.
  • Previous work experience within a regulatory body would be an asset.
Additionally, we are looking for:
  • Impeccable verbal and written communication skills in English; French would be an asset.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to work independently and as part of a team in a fast-paced environment.

  • Role may require occasional travel, primarily within Canada and the United States.
