Organizational Setting and Reporting Relationship The position of Senior Human Resource Assistant is assigned to the HR Business Partners Division (BPHP) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines. BPHP provides strategic advice and support to line managers in attracting, managing and retaining the best talent in line with ADB Strategy 2030 and departmental goals. In close collaboration with ADB departments and offices, it also implements HR initiatives and policies, particularly in the areas of organizational development, talent and performance management, career development, and change management. You will report to designated International Staff and/or senior National Staff. Your Role As a Senior Human Resource Assistant, you will undertake and/or coordinate a range of operational duties and support processing activities in BPHP strategic staffing and resource requirements and talent management. You will: • Facilitate advertisements of vacancies and assess cost-effective media placements which may include call for proposals and/or advertisements for HR related programs (e.g. Internship, Young Professional, Partnership Talent). Prepare correspondence/documentation relevant to the process. • Conduct initial review and pre-screening of applications prior to referral to departments and provide operational and administrative support required in the selection. • Arrange all activities related to panel interviews including identifying selection panelists, coordinating interview schedule; arranging face-to-face or videoconference interviews; facilitating room arrangement; arranging travel, visa and hotel booking arrangements; processing reimbursement expenses; and monitoring of submission of interview reports. Coordinate with Corporate Services Department, Controller's Department, and other offices on administrative arrangements for the interview of candidates. • Assist in the recruitment process by (i) preparing salary comparison and salary offer; (ii) issuing preliminary offer to candidates; (iii) and drafting memorandum to Management; (iv) conducting pre-employment requirements; and (v) issuing formal offer to candidates. • Respond to inquiries relating to recruitment and program requirements and procedures. Provide feedback to candidate’s queries on terms and conditions of appointment, and other administrative arrangements. Coordinate with other divisions in BPMSD, as necessary. • Ensure completeness and accuracy of candidate's records in Human Resource Management System. Prepare personnel announcement for staff movements. • Review request for staff actions; provide background information to HR business partners to assist in the recommendation for management approval; and prepare the necessary documents for the approval of the staff’s personnel action. • As required, support the on-boarding process for HR-related programs including briefing and orientation and coordinate with relevant ADB departments/offices such as BPMSD and CSD. • Assist in briefing supervisors on program guidelines/principles as required. • Assure consistent level of protocol, manage data collection and analysis, develop and/or maintain relevant databases for recruitment and other HR-related to facilitate monitoring, reporting, and communication. • Evaluate requests from departments for temporary staffing and coordinate with the servicing agency for the completion of requests. • Review and recommend enhancements/improvements in ADB’s webpage and intranet related to recruitment or promotion of HR-related programs. Conduct and organize outreach activities/networking events and disseminate information to target audiences. • Provide support to talent management and retention activities as required. • Perform other assignments as required and reflected in the incumbent’s workplan.

    Qualifications

    You will need: • Bachelor’s degree in Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or related area. • At least 5 years of relevant work experience, preferably in human resources management • Knowledge and understanding of human resources policies and procedures • Knowledge and proficiency of relevant office technology applications and personnel database systems • Ability to coordinate and perform activities related to personnel administration • Ability to work collaboratively with teams as constructive team member • Excellent written and verbal communication skills in English Please refer to the link for ADB Competency Framework for Administrative Staff Level 5.
