Main Purpose:

Lead, direct, and control the activities of Terminal in Malaysia to achieve its short and long term financial and operating objectives as set by the overall corporate business plan. Responsible for leading and guiding all terminal superintendents, HSSE supervisors and all other employees in the terminals in safe, efficient, reliable and incident-free operations. Maintain control of the principle operational parameters. Assume the director's authorization for the Business Unit's permit, licensing, and local legislation requirements to operate with all government agencies and financial institutions. Employees’ Safety & Health Responsibilities: 1. Each person is the first responsible for their own Safety and to prevent accidents. 2. Inspect their workplaces to look for potential hazards 3. Report all hazards to their immediate supervisor 4. Immediately report all injuries in the workplace to their supervisor 5. Know and fulfill the Safety Policy Follow all procedures and observe critical safety practices at all time

Knowledge Skills and Abilities, Key Responsibilities:

Key Responsibilities:
  • Establish and oversee budgets, plans, policies, and programs that will effectively implement the business strategies and objectives set by the Board, and parent company.
  • Maximize storage business line in the country Accountable in the performance of each terminal in maintaining the quality and quantity of products inside the terminal; Operating and Receiving gains/losses are within acceptable limits; resolves issues on product quality and gains/losses.
  • Responsible/monitors that the terminals operate within the approved Capex and Opex Budget; continuously drive for cost reduction and improving the level of service; coordinates with Engineering in monitoring and completion of Capex and major Opex projects; that projects are delivered on specs and on-time; recommends improvements in the terminal.
  • Responsible/ensures that requirements and policies regarding HSSE (Health, Safety, Security, Environment) are in-place and strictly followed; ensures continuous education and improvement of HSSE performance in each terminal; monitors the development of programs and schedule seminars/training/exercise to all employees in the terminal.
  • Ensures that the terminal meets or exceeds the expectations of all customers; fast and accurate order taking, on-time delivery with the right quantity and on-spec product. Conduct walkabout in the terminal with Terminal Supervisors, HSSE and terminal operations to identify what needs improvement and best practice in-place; recommend actions for items that need improvements and disseminate best practice to other terminals.
  • Responsible in ensuring that all standard company process and procedures are strictly followed by every employee in the terminal.
  • Take account of regulatory documentation required by local law and be the main point of contact with the local ministries:
  •  - Answer Ministry claims and requests.
  • - Assure Ministry export permits for the company supplier.
  • Assume pertinent Delegation of Authority (DOA) obligations as Senior Management of businesses in the country. Accountable for the all business and operations of terminal licenses as license holders and ensure compliance to the license regulations and conditions.
  • Authorizer and approver for all the Statutory Bodies and Financial Institution such as Immigration Department, Customs, Inland Revenue Board, Ministry of Investment, Trade and Industry, Malaysian Investment Development Authority, Local Council and Department of Occupational Safety & Health, Commissioner of Energy and etc.
  • Accountable and responsible for implementation plan for all new/amended Malaysia regulations with strategic plan, resources and execution plan.
  • Submission of authority required report and documents e.g Annual Report to MIDA, Chemical Inventory Management to DOSH.
  • Finalize all necessary business and safety reports in a timely and correct manner.
  • Accountable and responsible to ensure execution of company's new policy, strategic planning for the terminal.
  • Lead, direct, evaluate, and develop a team of managers to ensure that the company’s strategy and business plan is implemented effectively, consistently and according to established guidelines and budgets.
  • Review and explore opportunities to optimize business results
Requirements:
  • 8 – 10 years in the petroleum business
  • At least 5 years’ experience as a Manager in a major Liquid Petroleum Terminal
  • preferably with Bitumen knowledge
  • Mechanical or Industrial Engineering degree.
  • Post graduate degree in strategic, operational management or business administration is preferred.
  • Technical knowledge with strong commercial acumen
Skills:
  • Bilingual: English and local language
  • Able to use Microsoft Office Suite applications; Presentation tools and programs
  • Knowledge of the international codes and standards in petroleum terminals (product handling, measurement, storage)
  • Knowledgeable in Health, Safety, Security and Environmental Protection
  • Excellent project, planning, change and time management capabilities
