Kuala Lumpur, Federal Territory of Kuala Lumpur, Malaysia To provide logistics operational support to the SCM Material Management & Logistics (MML) team, Operations team, Drilling team, Project team in executing all aspects of the logistics function within the Business Unit. Works are executed in support of the Companys goals and objectives and within the governing rules of the Company, statutory requirements and external regulatory agencies. To support other functions such as HSSE and Operations Audit. KEY ACCOUNTABILITIES: Support Logistics Functions

  • Process and obtain all custom paperwork, verification and approval by the Malaysian Royal Custom Department, Ministry of Finance and related Departments including rig landing rights, materials / equipment movement and ensure documents are kept in order.
  • Facilitate the shipping of goods from one destination to another, monitor transportation, schedule staff, orchestrate deliveries to meet destination, receives goods, coordinates delivery and prepares loads for shipment not limited via supply base, port, airport and helibase.
  • Conduct annual stock count at nominated warehouses and prepare PETRONAS regular inventory report for review by SCM and Operations Manager.
  • To assist in the management of vessels, diesel fuel, manpower, tank cleaning services for vessels, Schedule Waste Management and other services requirement that is required at Supply Base.
  • Review freight invoice, verify all rates and billing information to facilitate payment.
  • Supervise Companys new, surplus and scrap materials inspection activities with documents / records kept in order prior to and post drilling campaign.
  • Assist to locate for base office with adequate office facilities.
  • Execute logistics and related services contracts to support Mubadala Energy operations such as Base office & facilities, shipping forwarder agency, vessels and helicopters.
  • Audit queries and process administration, to support in any logistics audit and governance issue compliance in open yard, warehouse, vessels, helicopter by authorities such as customs, PETRONAS, partners, internal/external auditors.
  • Provide assistance to auditors queries and governance issue compliance.
  • Able to use Company standard application such as Oracle for Logistics functions.
  • Expert user in Oracle System inventory management or equivalent.
Support HSSE Functions
  • Responsible for data entry OGP423 HSSE Questionnaires complete the task as per instruction.
  • Ensure HSSE First Aid Kit and Fire Extinguisher meet required quality standards and specifications.
  • Ensure PPEs are stored correctly to minimise possibility of damage or deterioration.
  • Ensure all goods and hazardous chemicals are stored as per health and safety requirements at the office and warehouse during drilling campaign.
Compliance to Laws and Policies
  • Ensure full compliance with all applicable laws, regulations and Company's policies.
  • Engage with Customs, DOE, Supply Bases and other authorities in order to ensure full compliance on all logistics and scheduled waste regulations and guidelines.
Cost Management
  • Continuously improve the service level and cost-effectiveness in freight, Inventory/materials management, warehousing, planning and import / export operations
Stakeholders Relationship
  • Maintain good relationship with stakeholders relevant to the logistics arrangement including other PACs, port authority, Custom Authority, Shipping/Forwarding Agent and general port service provider.
KNOWLEDGE, SKILLS & EXPERIENCE: Knowledge:
  • Sound knowledge of international shipping and stock management.
  • Knowledge of Malaysian Master Exemption List, tax duty exemption, customs tariff requirements.
  • Familiar with Incoterms and other shipping terms and conditions.
  • Familiar with overall Logistics support operations for oil and gas industry.
Experience:
  • A Degree holder in Business Administration, Transportation, Marketing, Engineering or related field.
  • Professional qualification is preferred but may be waived subject to experience.
  • Must have a minimum of 5 years of experience in oil & gas industry, a minimum of 3 years experience in the logistics functions in the Oil and Gas industry.
  • Working experience in Petroleum Arrangement Contractor (PAC) / Production Sharing Contractor (PSC) / Operator in Malaysia is an advantage.
  • Past proven experience in the logistics functions with Malaysian Government Ministries / Departments, well verse in statutory and external regulatory requirements.
