Overview

We are seeking an experienced Contracts Advisor to join our Jazan Area Contract Unit (JACU) under Western Region Manufacturing.

JACU is responsible for coordinating and administering all our contracts and providing the full range of contract services for proponents within Jazan Complex.

Your primary role will be to work with Jazan Complex Department's as the contract proponent representative in the development and administration of all the contracts.

Key Responsibilities

As the successful candidate you will be required to perform the following roles and duties:

Coordinate and administer contract development.

Provide complex technical advice and support from the conception of contract service requirements through the execution of a contract to the termination of the contract or service requirements.

Coordinate and/or participate in the development of scopes of work for various contract services.

Conduct bid review, negotiation, verification, and all contract related activities.

Comply with guidelines, coordinate activities and provide technical expertise to assure the proper and timely development and/or maintenance and administration of contracts, maintain conformity to the accepted corporate contracting policies and procedures, and meet the proponent technical/operational requirements in a timely and most cost-effective manner.

Provide direction on contract actions (i.e., actions required to administer, extend, renew, and terminate the contracts).

Assist proponent during emergencies, T&I's and major work activities.

Conduct Job- Ex meetings & coordinate site visits.

Participate in the preparation of financial studies that establish feasibilities for contract services and evaluation of alternatives that may be technical, financial and/or procedural/administrative.

Develop the scope of work for various contract services.

Develop status reports for executive management.

Participate as the contract proponent representative on the bid review team charged with development of a realistic Company position on contract terms and the negotiation of these terms.

Help prepare the professional analysis or development of bid responses, negotiation offers and counter offers.

Prepare Company estimates or works with the Company estimating functions in the preparation of estimates.

Negotiate with contractors as part of a negotiating team comprised of contracting and contract proponent representatives.

Prepare responses and represent on Claim Review Panels.

Provide or helps in the provision for proponent representation in the administration of contracts and participates in the development of financial and technical advice on intent of wording, scopes of service or other clauses that may impact cost and cost/benefit relationships.

Help to provide justification and recommendations for changes in contracting procedure or contract format for management approval.

Helps to perform periodic examination of Contract Administration in the field in order to locate shortcomings or potential problems in the administrative procedures or contract terms and conditions.

Minimum Requirements

You must hold a Bachelor degree in a Business or Engineering discipline.

You should have a minimum of 5 years' experience on mega project contracting activities within the Oil & Gas Industry, preferably within the downstream sector (Refinery or Petrochemical).

You must be able to demonstrate an overall knowledge of contracting techniques and must have a high level of fluency in oral and written English.

Good knowledge in MS word and PowerPoint is also essential.
