Under supervision of Fire Chief: Responsible for providing assistance to the designated Fire Chief under broad direction, manages the administration of the training, safety and fire protection programs within the Fire and Emergency Services (F&ES) department. Develops, implements, and manages the training, p lans, organizes, and directs all fire protection activities throughout base camps, facilities, and tents. Services include conducting fire inspections and providing firefighting support devices, such as fire extinguishe rs, signage, a nd smoke detectors. All programs are conducted in a manner to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire & Emergency Services and USG policies, DoDM 6055.06 as well as National Fire Protection Association (NFPA) standards as prescribed by DoD instructions, Army regulations. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Coaches employees in their professional career development and process improvements.
  • Manages F&ES Training Program and is responsible for the development of the department's Annual Training Program per DOD Instructions.
  • Works with training officers and other department leaders to develop training programs to support fire department statement of work requirements, in accordance with NFPA, Army, and other applicable regulations.
  • Performs detailed needs analysis using response data developing specific training programs to support department operations.
  • Ensures competency of personnel by evaluating effectiveness of training programs and administrating DOD F&ES Certification Program, where applicable.
  • Develops job performance requirements, lesson plans, training schedules, instructional methods, and instructional media and curriculum, and evaluation instruments.
  • Performs fire ground/emergency management functions, Safety Officer or other positions as required.
  • Develops, manages, and oversees the Fire Department Safety Program in accordance with NFPA 1500.
  • Coordinates training program efforts with Shift personnel, and installation agencies. Develops contacts and leads for training resources.
  • Provides instruction to firefighters, installation personnel or civilians as required.
  • Attends, participates, and plays a leadership role in community events in order to enhance the image of the Fire Department.
  • Analyzes fire prevention program's effectiveness, determines trends and problems, and formulates corrective measures.
  • Performs project and plan reviews to ensure Life Safety Code and Fire protection systems are IAW policies and guidance and respective UFC and/or NFPA criteria.
  • Establishes and maintains a fire extinguisher exchange program for installation facility fire extinguishers.
  • Conducts Facility Manager, Fire Warden and other fire prevention training as needed to base populace.
  • Work with PWD Engineers as a team to conduct final acceptance inspections on all new construction, sustainment, and renovation projects for compliance of life safety and fire protection devices.
  • Provides policy recommendations to installation Leadership to maintain fire protection systems, components and provides guidance and professional advice on the overall fire prevention program.
  • Establishes procedures to maintain appropriate documentation on the inspection and testing of wet pipe sprinkler systems in facilities on the installation.
  • Performs scheduled audits of approved and qualified sub-contractors who provide maintenance of fire protection systems located on the installation.
  • Lead and/or participate in emergency exercises as required by the Fire Chief and/or Installation Leadership.
  • Perform self-audits for compliance of procedures and document for auditing purposes.
  • Develops and maintains documentation of all annual facility fire inspections.
  • Participate in Safety and Health Audits.
  • Works with installation agencies to formulate long range strategic goals as they relate to fire prevention and fire protection of personnel, facilities, materials, and equipment.
  • Ensures fire investigations are conducted as required under AR 420-1 specifications. Provides investigation reports are provided to the Contractor Officer Representative (COR).
  • Performs other duties as assigned.
Qualifications
  • Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
    • An Associate's or higher degree in fire Science or related fields is preferred.
    • Must meet training and certification requirements outlined in DODM 6055.06.
    • Required to have either DoD, IFSAC or ProBoard F&ES Certifications:
      • Fire Officer III, Fire Instructor III, Fire Inspector III, Hazardous Materials (HM) Incident Commander, (HM) Operations, Airport Firefighter, Driver Operator – Pumper, Public Fire & Life Safety Educator and Plans Examiner I.
    • Ability to obtain host nation driver license.
    • Must be Secret Clearance eligible and/or able to obtain a Secret Clearance
  • Preferred Certifications:
    • Fire Investigator and Fire Officer IV.
  • Experience:
    • Approximately five (5) years combined experience in a local authority, civil aviation or military fire service required.
    • Two years at the supervisory level.
    • Must have in-depth knowledge of and experience implementing the NFPA code.
  • Skills:
    • Knowledge of current national and international trends and developments related to fire service organization, management, and administrative principles required.
    • Knowledge of public and private organizations that support the Fire and Emergency Services and the functions of each.
    • Advanced knowledge of Fire Department training and education programs. Training: Information Assurance, CPR/AED and First Aid, Fall Protection, Confined Space, and Respiratory Protection.
    • Supervisory Skills.
    • Directly provides oversight of personnel training performance.
  • Working Conditions:
    • Must be capable of working in an extreme weather condition with temperatures exceeding 120 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees Fahrenheit in the winter and 130 degrees Fahrenheit in the summer months).
    • Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Medium work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to or greater than 20 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protection devices.
    • Must comply with Fire and Safety Regulations and post policies.
