Title COST ESTIMATOR

Primary Purpose of Job Responsible for the total cost estimation for projects & outsourced Operation and Maintenance services ensuring compliance with QatarEnergy procedures, established cost and pricing guidelines. The incumbent shall participate in feasibility studies providing cost advices and carrying out value engineering and management exercises.

Education

• B.S.C. in Quantity Surveying, Engineering or equivalent from an internationally recognized university.

• Membership in professional bodies such as RIGS, CIOB, ICE, AACEI etc. will be desirable.

Experience & Skills

• A major challenge for the position is being able to estimate detailed cost estimate accurately for the variety of works and services generally outsourced by VI. In successfully doing so, the incumbent must acquire and maintain knowledge of each type of works and services identify its due costs without outside influence such as previous Contract Price etc.

• The most essential skills required are cost data validation, bench marking and market condition analysis.

• Basic knowledge of risk analysis, its mitigation techniques and ascertaining contingency

• This position requires the highest level of confidentiality and has access to all Tenders and Priced Bids. The incumbent is required to keep confidential information regarding Corporation Estimates and award of Contracts till necessary Documentations are received.

• This position requires exceptional problem solving, organizational & time management skills with high level of attention to details.

• Must have at least 8 years of Quantity Surveying and Cost Management experience. Experience in works and services Contracts in Oil and Gas Environment is an added value.

• Strong analytical, conceptual, and critical thinking skills.

• Strong motivation, negotiation, presentation, interpersonal, and organizational skills.

• Ability to work in fast paced environment with multiple, concurrent projects and deadlines.

• Well versed in Procurement and tendering, Commercial management of Construction, Design economics and cost planning, Contract Practice, Quantification and Costing of Construction works, Construction technology and environmental services, Contract administration, Insurance, Risk management, Sustainability developments, conducting value management and engineering exercises.

• Should have exposure to SAP Outsourcing Module, cost estimation software and costing models. Expert in MS Office applications and strong general computer skills, and ideally in creating databases.

• Good negotiation and presentation skills.

• Good time management and organizational skills.

• A high degree of literacy in the English language (written and spoken)

• Team player with a positive attitude who can also work independently, self-motivated and success driven, yet able and willing to take direction.
