Experience : At least one (1) year of experience in development-related projects involving capability building, community organizing and facilitation, proposal development, and enterprise development. Eligibility : Capable of conducting training needs analysis, developing training designs and modules, facilitating, and assessing the learning of the participants Job Summary: Under the supervision of the Information Officer IV, the Project Development Officer II will develop, implement, and monitor the Sustainable Livelihood Program (SLP) capability building and development plan for the field implementers and/or other stakeholders. This entails close coordination with the Capability Building Unit of the SLP Regional Program Management Office (NPMO), SLP RPMO Specialist, the Field Office’s Institutional Development Division and potential partners/service providers for the conduct of the capability building activities. Statement of Duties and Responsibilities:- Assist in the preparation of annual capacity building and development plan for project implementers at the regional, provincial, and municipal level, based on the thrust and priorities of the NPMO, Terms of Reference of staff and Learning or Training Needs Assessment conducted, if any.
- Assist in conducting assessment of capacity building and development needs of the staff within the Sustainable Livelihood Program, particularly the Field Implementing and monitoring PDOs considering job analysis, appraisal schemes of the Institutional Development Division and through regular consultations with the Regional Program Coordinator of SLP and other concerned unit head;
- Assist in the process of semestral Performance Management of the RPMO Staff, inclusive of ensuring the facilitation of Individual Performance Contracts, as well as the Individual Development Plan;
- Assist in developing training modules and toolkits for the project and ensure that procurement procedures are carried out within project timelines.
- Assist in preparing project/activity and budget proposals and ensure that procurement procedures are carried out within project timelines;
- Assist in managing the conduct/delivery of capability building activities and act as facilitator/mediator whenever necessary;
- Assist in monitoring Learning Development of program staff; and
- Perform other related tasks that may be assigned from time to time by the superior
