Job description

In Syria, GIZ supports civil society organizations and target groups as well as the UN-led political process via remote management. 9 projects at 5 locations (Gaziantep and Istanbul/Turkey, Beirut/Lebanon, Erbil/Northern Iraq and Berlin) comprise the Syria portfolio. The health sector is one of the most fragile service sectors in Syria. As a result of targeted attacks on health facilities and the destruction of infrastructure, more than half of the medical staff has left the country or is no longer active. The goal of the project is to build as well as sustain primary and secondary health care services in northwestern and northeastern Syria. As part of the management team in GIZ's Syria portfolio, you will lead the health project and have overall responsibility for the project including strategic design, budget responsibility, planning, management, and implementation. The activities mentioned below will be performed from Gaziantep with frequent business travels to Erbil.

Your tasks

You will lead international and national employees of the project in accordance with the company's understanding of leadership and ensure an appreciative leadership culture. You will be responsible for the budget control and financial planning of the project, taking into account efficiency standards. You will be responsible for and coordinate consulting and support services, the monitoring of impacts, indicators and activities, quality and knowledge management, as well as timely reporting to the German Federal Ministry for Economic Cooperation and Development (BMZ). You will steer the cooperation management and the design of working relationships with key internal and external partners, in particular the WHO and the UN Health Cluster for Northwest Syria, the Directorate-General for European Civil Protection and Humanitarian Aid Operations of the EU and the Health Working Group in Northeast Syria You will be a member of the Syria portfolio management team and proactively contribute to portfolio-wide and departmental activities and processes

Your profile

Master's degree in health, or in political science, economics or social science with health relevance Multiple years of professional experience in international cooperation within the health sector Proven knowledge of the humanitarian system Expertise in health economics, health financing, and health systems strengthening Extensive knowledge and practical experience in project management Multiple years of professional experience in implementing projects in fragile contexts and in remote management as well as in leading international teams and managing staff Good knowledge of the region as well as knowledge of the Syria context is an advantage Strong management and organizational skills, political sensitivity, networking skills, and ability to innovate on operational issues Commitment, team spirit, reliability, diplomatic skills, gender competence and intercultural understanding Business fluent in German and English

This job is suited to a full or a part-time position. The activities are currently carried out from Gaziantep (Türkiye) with frequent business travels to Erbil (Iraq). Business travel to Syria are not possible at the moment. Depending on the security situation and the requirements of GIZ, it is possible that business travels to Syria become required.
