Objectives of this role: This position encompasses planning, managing, and monitoring activities related to Digital Government regulatory studies and consultations. The primary responsibilities include evaluating the feasibility and effectiveness of regulations, assessing their impact on the Digital Transformation ecosystem, and overseeing the development of all types of regulatory studies required by the Digital Government Authority (DGA) The role also demands managing and leading the department team, fostering coordination and collaboration with various key stakeholders within and outside the DGA, both nationally and internationally. Regulatory studies encompass conducting current state assessments, benchmarking, analyzing international/national indices and regulatory impact assessments, and conducting scientific research intended for publication at the national and international levels, including prospective studies, policy papers, and policy briefs. Responsibilities: Developing comprehensive annual and periodic plans for regulatory studies programs and projects. Leading the regulatory studies department team, providing strategic direction, setting priorities, overseeing their work, and directing the training of junior research team members in best practices to enhance their performance. Leading the execution of research projects by developing well-structured proposals, selecting appropriate research methods, supervising teams effectively, managing budgets allocated for studies and research prudently, and presenting results and recommendations clearly and concisely. Ensuring the unwavering quality, inclusivity, accuracy, and transparency of programs and research projects, delivering them within specified timelines, and maintaining their scientific validity. Providing insightful qualitative analyses of the impact of legislations and regulations on the Digital Transformation ecosystem and foreign and local investment. Approving meticulously crafted plans for national and international conferences related to regulatory studies in digital government. Coordinating seamlessly with relevant entities to facilitate the department's active participation in these conferences. Cultivating strong relationships with policy makers, stakeholders, think tanks, and researchers in this field, fostering a collaborative and knowledge-sharing environment. Effectively managing collaboration with universities and academic institutions that support and contribute to studies and research. Coordinating strategically with relevant international organizations to develop clear guidance and requirements for joint studies and publications that will be conducted in collaboration with these entities. Keeping abreast of ongoing developments in studies, research, and best practices related to regulations, and sharing acquired knowledge promptly and effectively among team members and colleagues. Collaborating closely with the Strategy and Partnerships sector to build strategic partnerships and sign memoranda of understanding with international organizations, national and international governmental entities, research institutions, academic institutions, and other potential partners to achieve the department goals and develop top-notch regulatory studies. Coordinating effectively with the Marketing and Communication sector to publish regulatory studies and research, ensuring their timely dissemination and maximum impact. Coordinating and collaborating proactively with stakeholders and other relevant entities, both within and outside the DGA, nationally and internationally, to ensure the successful attainment of the department goals. Qualifications and Experience Requirements: Ph.D. or Master degree in Information Technology, Digital Transformation, Computer Engineering, Cloud Computing, Public Policy and International Affairs, or other related fields. A minimum of 9 to 12 years of relevant experience, including extensive and proven expertise in Information Technology and Digital Transformation, regulatory aspects (policies, standards, regulations, and frameworks), academic research, and international relations. Additionally, a solid understanding of government services and digital government is required. Candidates should have a proven track record of proficiency in conducting studies and research, possessing a strong publication record in relevant journals. They should also have a demonstrated history of active participation in conferences and seminars related to regulatory studies in digital government. #J-18808-Ljbffr
