Job Overview

As a recognized company expert in the chemical business, IK Liquids to Chemicals Development is developing the production, shipping and marketing of refined products, liquid chemicals and solids chemicals as an alternative route-to-market for our oil and gas resources. Oil & Chemical Industry Infrastructure Engineer is responsible to review all related Infrastructure design, conducting technical and commercial assessment for LTC project infrastructure systems, working with different Project Organizations to develop plans/design basis, philosophy and strategy for project. Infrastructure Engineer is act as technical consultant and subject matter expert when required.

Duites and Responsibilities

• Reviewing plans/deliverables for new integrated refinery and petrochemical projects to ensure that they comply with Company Standards and Regulations as well as industry codes.

• Daily Interaction with different Organizations to interpret, analyze, and act on their needs and requirements related to the utility systems, infrastructure and supply chain.

• Perform a full lifecycle review of any design related to utilities, pipelines, railway systems, corridors, roads, bridges, modularization, marines and terminal infrastructure, jetties, berths, lands development, etc..

• Acts as technical consultant and subject matter expert when required.

• Participate and review the high-level interface management plan with every tenant and analyze propose/potential interface points (Tenants, Infrastructure, Utilities, Hubs, Transportation, Community, Communication etc.)

• Participate, review, and analyze any document related to utilities, infrastructure, and supply chain.

• Review and ensure Company Land Use Permit (LUP's) approval for the targeted lands of the projects. Work with Royal Commission of Jubail and Yanbu (RCJY) and other government authorities to secure the lands and complete necessary paperwork and requirements.

• Support Project Team to define infrastructure needed for shared services such as cogeneration, Air Separation Unit, Hydrogen manufacturing Plants, products handling and logistics, marine terminal storage, desalination plants, sulfur handling, communication networks, etc. ethylene/propylene grids and CO2 collection hub and CO2 delivery to underground sink, where applicable.

• Participate and review the design/plans to develop an overall site construction plan, which considers all elements of the construction including large equipment transportation, construction lay-down areas/yards, batching plants, fabrication areas, construction waste management area, site preparation surveys and tests, temporary construction facilities and camps (for company and contractors), local modularization hub including modular erection yards, construction Jetty and all support services, logistics and security associated with the construction of these major facilities.

• Support in reviewing and analyzing site preparation surveys and geotechnical soils tests.

• Review Geotechnical/Geophysical surveys for the selected pipeline corridors and other assets.

• Participate of developing design plan for facility infrastructure.

• Working with different Project Organizations to develop plans/design basis for Infrastructures such as hospitals, Admin Building, Security Admin and Gates, Fence, Road, Trench, etc.

Minimum Requirements

 

 

  • a bachelor's degree in engineering, such as civil engineering or electrical engineering or Chemical engineering or Mechanical engineering.
  • At least 15 years, preferably in the oil industry and Chemical industry

 

 

  • Possesses excellent communication skills (strong English language, preferably other languages too)
  • Excellent negotiation skills and strong commercial/business acumen
  • Experience in participating in prefeasibility/feasibility studies as well as pre-FEED/FEED design phases for refinery and petrochemical projects. Experience in participating in EPC studies for refinery and petrochemical projects.
  • Knowledge on shared/common services supporting the refinery and petrochemical projects such as buildings, control rooms, laboratory, fire stations, fire water system, telecommunications, housing and community, etc.
  • Experience in running economic models and reading linear programming models as well as understanding/analyzing the financial and economic metrics of projects such as IRR, NPV, PI, cash flow analysis, EBITDA, etc.
  • Possesses strong commercial/business experience. Experience in negotiating Memorandum of Understanding (MOU) agreements, supply agreements, joint development agreements, definitive agreements, and other commercial aspects for utility systems, infrastructure and supply chain of refinery and petrochemical projects.
