PurposeTo fulfill the role of Manager, Transmission Interconnection, Liberty is seeking an Electrical Engineer with a minimum of 7-10 years progressive experience in the power and energy industry with 3 of these years being experience in transmission interconnection planning and engineering, including reviewing and procuring power flow studies for generator interconnections to the North American power grid. This Manager position is responsible for managing interconnection solutions for the company's leading renewable power generation capital projects. These solutions involve all RTO/ISO and utility interconnection strategy and implementation, as well as power generation-to-utility interface design.This role will significantly support Liberty's growth objectives in the development of Renewable Energy projects throughout North America by providing the strategic planning, technical analysis and management of the interconnection process for our pipeline of generation and energy storage projects.AccountabilitiesDetermine the level of engineering analysis required at the various stages of project development in order to understand and evaluate interconnection challenges.Develop tools and processes to improve understanding of congestion and curtailment risk for generator interconnection options, including basis differential risk between local LMP and major settlement nodesProcure studies and analysis through consultants, to find most advantageous locations to interconnect renewable energy projects to the transmission system from a generator deliverability perspectiveWork with the origination and development teams to refine project siting.Understand and assimilate applicable interconnection codes, standards, specifications, guidelines, regulations and rules.Assist origination and development teams in the preparation, submittal and management of interconnection requests to various RTO's and provide guidance to project developers in navigating the various interconnection processes.Provide strategy input for future projects with respect to interconnection challenges & solutions.Research markets and RTO's/ISO's, both in N. America and internationally, with regards to interconnection rules and strategies, market maturity, applicable tariffs and regulations, transmission options, market congestion, constraints and curtailment operations, etc.Work with and supervise directly the work of retained electrical engineering consultants, regarding power system studies and other electrical design requirements.Attend meetings with utility representatives during development of interconnection schemes and studies as required.Assist in the review and/or development of technical requirements for equipment supply and project design for renewable energy and energy storage projects.Work with consultants to conduct necessary studies in support of interconnection options analysis and evaluating need and cost for required system reinforcements.Manage retained electrical engineering consultants for the production of relevant interconnection and electrical designs for the following components of renewable energy projects:Metering, protection and control, SCADA and data management, medium voltage distribution and collection circuits, high voltage substation design, protection schemes, power factor correction and VAR support, and fault protection, and compliance with utility interconnection requirements.Evaluate integrity of consultant's services; engage alternative and best-in-class service providers for consulting, technical solutions and assistance.Evaluate, engage and manage Owner's Engineer and Independent Engineer firms as required to support project development. Direct interface with equipment suppliers for the following types of activitiesInterpretation and application of specifications.Evaluate and recommend bids for technical compliance, solution integrity, cost, etc.Develop bidding and technical specifications and testing requirementsShop inspections for technical compliance.Work with equipment suppliers to provide equipment dynamic models used for transient stability, voltage ride-through and frequency ride-through analysis by RTOs, utilities and consultants.Research, inspect, understand and recommend application of emerging technologies as they may relate to, or benefit, the broader corporate mandate of regulated/non-regulated power generation asset development and growth.Research and recommend cost and optimization benefits of emerging technologies.Education and ExperienceUniversity degree in electrical engineering (Bachelor's Degree or higher) or equivalent education/industry experience.Licensed Professional Engineer (PE/P.Eng.) preferred.
