Title: Project EngineerLocation: Doha, Qatar/ Vung Tau, VietnamDuration: ASAP - 31ST DEC 2023SITUATION IN ORGANIZATIONManager N 1: Phase 3.1 Manager ACCOUNTABILITIESPhase 3.1 Project Engineer is responsible for the activities below during Phase 3.1 project execution from pre-FEED to completion:" Ensure that the assigned projects tasks are well managed as per the statement of requirement, client specifications and contractual requirements," Assist and support Phase 3.1 Manager throughout Pre-FEED, FEED and preparation and execution phases," Ensure that the projects are executed in accordance with the organization's safety regulations, with quality conformance and within schedule," Ensure that a high-quality engineering dossier for FEED and future detailed engineering phases are done," Ensure efficient communication within Phase 3.1 project, with all MP entities and with client stakeholders," Provide thorough and efficient engineering documentation review, comments and follow-up,Follow-up of internal technical reviews (Project reviews, etc.)JOB DIMENSIONSProject development will involve several new projects that would be executed in parallel over the period of 6 years with CAPEX investment of around 9 to 13 Billion USD. The Project consists of:" New Wellhead Platforms: From 8 to 14 WHP of different type" New Riser Platform, living quarter," New Central Processing Facility: One CPF with weight estimate around 22-25kt," New pipelines between WHP, CPF and existing facilities," Potential of additional pipeline/equipment linked to debottlenecking of existing facilities, Water Alternate Gas, Electrical submerged pumps,The Project is mainly a Project with installation of new surface facilities but there also will be a major challenge for integration of the new CPF into existing facilities on B locations in term of interfaces with other client entities and SIMOPS works.The Project Engineer will manage and follow-up project activities of the Project from Pre-FEED to transfer to Operations in relation with other client Major Project entities (HSE, engineering, Project control, Field operation,…) and with the project team mobilized on the project. The Project Engineer may be assigned to specific package during execution phase.He will be based in the Major Projects premises or at contractor's premises during the phase depending on overall execution plan. The Job holder belongs to the PMT team and reports directly to the Manager. ACTIVITIES " To promote & comply with applicable safety instructions and other client HSE procedures in all EPC activities," To carry out work in compliance with client values and policies, relevant laws and regulations, agreed client priorities and objectives, client standards and procedures and good industry practices," To treat all information obtained during course of the work with confidentiality," To participate in the redaction of the scope of work to be sent with the project RFQ in view of FEEDs execution." To anticipate the offshore activities and ensure Contractor starts in due time preparation of the critical offshore activities." In case of drift in schedule, liaise with other team involved (engineering, construction, commissioning) to study remedial actions" Promote a "no change policy" to meet budget and schedule constraint without impairing quality and safety of the EPC activities." To manage assistance from shareholder specialists (remote head office), when required during all phases," To assist Project Management to compile dossier and make presentation to obtain all necessary internal (validation committees) and external (Shareholders) approvals for Project contracting strategy and contract awards," To ensure timely finalization of FEED/EPC contract documents and contract awards for FEED/EPC," To manage Detail Engineering of EPC progress including follow-up of engineering and vendor documentation reviews to ensure compliance with design dossier, SOR, Company specifications, Corporate standard and HSE regulation, international codes and classification society rules," To promote value engineering with FEED Engineer in the facility design with objective to reduce Project capital expenditures, " To ensure, in collaboration with Engineering Manager that EPC engineering deliverables produced by FEED/EPC contractors are properly assigned to and reviewed by appropriately qualified Project personnel within the specified time period," To participate to tender preparation, clarification meetings, and bidder evaluation" To participate to LLI procurement process by ensuring on-time thorough review of bidder's proposal in order to keep project deadline " To assist EPC contract management with regards to all technical, commercial and contractual issues arising during EPC Works execution and liaise with EPC Lead on regular basis on that matters," To encourage identification of any optimization / improvement in the design dossier to be implemented in the early stage of concept design, " To ensure that EPC queries are reviewed and responded to in a timely manner," To ensure implementation of the design change process affecting EPC activities," To manage potential deviations from the client referential with the Engineering Manager for final decision on whether or not to implement," To attend HAZID/ HAZOP/ Project Technical reviews sessions with client, Contractors and vendors teams" To ensure engineering support to construction and commissioning teams as required," To promote alternatives solutions to reduce and to optimise the duration for offshore installation," To ensure close coordination within team on all engineering, constructability and operational matters," To ensure that relevant feedback from previous similar projects are considered project works performance," To participate and/or manage weekly and monthly meetings with Contractor(s), and call specific ad hoc meetings as required, " To ensure Company participation in equipment FAT, SAT and other inspections at site/vendor premises as required" To participate on follow up on the Project progress and risk reporting," The job holder shall, in the performance of his duties, anticipate interface-related problems and propose technical solutions. As such, he/she contributes to the achievement of project objectives in terms of schedule, cost and quality." The job holder reports hierarchically to the Project Manager during FEED phase and to EPC Lead during execution phase." Assist project Manager / EPC Lead upon request on project management matters during project execution such as:•FEED CFT•EPC CFT processes•EPC contract management and execution•Project Close outCONTEXT AND ENVIRONMENT" Interfacing with other entities to properly and timely define the integration projects scope of works,(C&E)" Major Projects involve the development of new offshore platforms bridge linked to the existing facilities, installation of subsea pipelines and debottlenecking of the produced water treatment, all these activities could be executed across several international sites. Projects will require complex interfaces with other entities of the client. " EPC execution shall take place at Contractor premises," Possibility of multiple worldwide missions or relocations to follow-up engineering development and EPC execution with various contractors.QUALIFICATIONS & EXPERIENCE REQUIRED" Qualification: Bachelor's degree or equivalent in engineering," Experience: At least 15 years' experience in the offshore oil & gas project with minimum 5 years experience as Project Engineer, " Experience within a project team: At least 10 years' experience at senior level within large multinational taskforce team environment," Experience in offshore facilities is preferred." Available for technical missions worldwide," Language: Fluent English," Computer literate," Strong leadership skills and good communication skills," Ability to work on projects in a complex and multicultural environment, " Good analytical skills," H2S OPITO and T-BOSIET trainings.
