Department ONSHORE PROJECTS: Develop, manage, execute and deliver Onshore QP Oil and Gas capital projects and ensure that projects are executed safely and completed within budget, on time and according to design specification. Ensure that Onshore QP capital projects are implemented in accordance with sound project management principles and established QP standard procedures. Manage and control all stages of Onshore QP capital projects from Front-End Engineering including detailed engineering, material procurement, construction, installation, hook-up , and commissioning to handover and acceptance by the asset holder.
Title SR. HSE ENGINEER
Primary Purpose of Job Lead the provision of expertise on all HSE matters of the Department and ensure compliance with relevant QP Standards, International Standards and Regulatory Requirements. Ensuring implementation and effectiveness of HSE management system requirements for projects and Department. 1.Lead the implementation of Department specific HSE Management System, HSE related procedures, guidelines, standards and policies in line with QP and International requirements. 2.Lead the development of Departmental annual HSE objectives and performance targets, in line with DT and Corporate guidelines as applicable for Engineering and Construction stages of projects. 3.Lead and monitor implementation of HSE legal requirements, national laws/regulations, State of Qatar ratified international conventions and protocols within Department. Liaise with discipline Lead/Senior Project Engineers in order to ensure HSE related legal requirements are incorporated. 4.Represent the Department in HSE matters with Corporate and End-User's HSE and Ministry of Environment (MoE). 5.Lead the development and review of relevant HSE documentation at various stages of projects. 6.Lead HSE Team for implementation of HSE Management System for managing HSE during all stages of projects. 7.Ensure reporting and investigation of all HSE incidents and implementation of corrective and preventive actions. Communicate lessons learnt to relevant parties. 8.Guide staff on required HSE training and promote development of HSE skills and competency. 9.Monitor and participate in HSE audits/inspections and report findings to relevant parties. Track audits/inspection actions to close out and update lessons learnt system, root cause analysis etc. for improvement. 10.Prepare HSE Plans for the Department assigned projects.
Education 1. Bachelor Degree in an Engineering discipline from an internationally recognized University. In addition, NEBOSH or equivalent certification is required.2. Membership of a recognized professional engineering or HSE association/institution is required.
Experience & Skills
Minimum of 12 years experience in HSE management functions and exposure on construction safety for major Infrastructure and/or oil & gas projects of which at least last 5 years in similar HSE senior position for projects in reputable oil & gas Companies or EPIC Contractors.Familiar with HSE and Environmental regulatory regimes, international safety engineering codes and standards.Experience in development of project HSE related plans, philosophies and specifications. Relevant skills in HSE Studies, Environmental assessments and Project HSE Risk Registers. Exposure to Accident/Incident investigation, review and learning from HSE incidents.Experienced as auditor in key and critical HSE audits, inspections and reviews. Develop and maintain consolidated records, lessons learnt, Root Cause Analysis, etc.Extensive leadership skills to motivate and organise HSE and Contractor HSE Teams to achieve a high performance level.Proficient in the use of the English language (both written & spoken).Work experience in the Arabian Gulf Countries is desirable.
