Our client, a Global Oil& Gas Exploration Company has below requirement for their project in Qatar.



Offshore Work Permit Controller

Start Date: ASAP

Contract Duration: One year and renewable as per project requirement

Location: Offshore Halul Island, Qatar

Rotation- Rotation-4 weeks on / 4 weeks off

Offered Day rate paid in US Dollars.Day rate is paid for the days worked only.

Economy class tickets-for mobilization, demobilization and rotational tickets provided.

Required Qatar visa-provided.

Accommodation -provided by client since offshore

Transportation   - to and from heliport provided.

Medical insurance- provided.

Offshore H2S training-provided.

Unpaid days-Travel days for mob, demob and rotational leave are unpaid.





ACTIVITIES

HSE

Knowledge of Company HSE policy, rules and procedures (HSE MS) and in particular ISO14001 standard.

Good knowledge of Company Management System (CMS) HSE documentation.

Participation in HSE activities & global improvement (e.g. referential, reporting, REX, audits, Maestro, trainings, HSE action plans.

Be involved in the implementation of all Stream actions (from incident, OPERSAFE, action plans, audits...)



Asset Integrity

Contribute to the ALK Asset Integrity initiative by reporting any anomaly, defect, bad practice, lack of equipment/competence etc.



Duties and Responsibilities

Work closely with the Operating Authority to review all work permits ensuring there are no potential interferences or clashes between the different activities.

Assist the Performing Authority in the preparation of dedicated procedures, isolation plans, and complimentary documentation which have to be attached to the permit.

Enforce the use of the work permit system as per CMS COR-PRO-HSE 07 procedure.

Ensure that all work permits are approved by the site RSES before commencement of any work permit related job(s) and that the other authorized permit signatories have checked and signed the work permit.

Identify, in close liaison with site HSE department and SIMOPS Coordinator, the potential hazards and, propose the associated precautions and compensatory measures related to execution of the works.

Check that all complementary/supporting documents such as process, electrical and mechanical isolations required are available to ensure that the work can be performed safely.

Develop and use a work permit tracking system for all permits issued on site.

Record the demands through the work permit tracking system to ensure the daily delivery of validated permits and closure of work permits on completion of job.

Gather all relevant information required to prepare the statistical reports which are needed to monitor and to analyse the activities.

Control the number of hot work permits on site specified limits and ensure a designated Safety Watch is assigned to all high risk activities including naked flame hot work.



CONTEXT AND ENVIRONMENT

Position required being located in Halul Island on a rotational regime of 4 wks on and 4 wks off in an international and multicultural environment which demands considerable experience in working with people from diverse background.



ACCOUNTABILITIES

To manage the Permit to Work system for the activities performed by all the parties including Construction, Pre-Commissioning and commissioning before, during and after start-up. S/he shall enforce the use of the site work permit system as per the work permit procedure. As part of the start-up team, S/he will work in close coordination with the Work Permit Controller from the PCIC Contractor team and site production team.



QUALIFICATIONS / EXPERIENCE REQUIRED

Education:

Academic/Technical qualification: Baccalaureate, HND or equivalent in Petroleum, Chemical or Industrial Engineering.

Professional experience: 3-years minimum experience in the Petroleum industry in Operations combined with a sound knowledge of safety and environment regulations, standards and procedures.

Behavioral competencies: Be familiar with E&P Rules, GS / OPERCOM ISO International rules etc.

Previous experience with Total would be an added advantage.
