LOCATION Doha, Qatar

THE PROJECT Qatar's Expressway Programme is one of the largest road building projects in the world, and you could be a part of it. A talented multinational programme management team is employed on
the Expressway Programme, including specialists in: project management, engineering, project controls, logistics, quality management, risk management, information management, health and safety and public relations.

The Expressway Programme comprises a complex network of over 730 km of multi-lane expressways, underpasses, flyovers and multi-level interchanges designed to integrate with various modes of transport. It will produce some of the most functional and iconic streetscapes in the world.

THE ROLE This role reports to the Project Controls Manager and is responsible for evaluating construction prices, preparation of programme forecasts and budgets, and to coordinate post-contract control issues.

MAIN RESPONSIBILITIES Preparation, maintenance of data base of construction prices and unit rate items; Focal point liaison EBSD on construction prices; Evaluation tender prices and unit rates, preparation excel spreadsheets, assist preparation tender evaluation reports; Preparation programme expenditure budgets and cash flows, and expenditure profiling; Liaison with Package Managers/Coordinators, Cost Manager/Quantity Surveyors, Commissioning Manager and Claims engineers on all commercial/contract issues and in particular pricing variations, prolongation cost and time claims; Responsible for maintaining e-based interactive procurement database, monitoring/updating contractors/consultants corporate CVs, financial status and corporate account information, performance capacity, current work-load, .etc. Support/assist Commercial Manager monitoring reviewing contract insurances, performance guarantees/bonds, PCGs, etc. EXPERIENCE SKILLS AND KNOWLEDGE Accredited higher certificate qualification in an engineering related subject or ARICS or equivalent experience. Minimum 25 years experience related to contract preparation and administration, and construction costing on infrastructure and engineering related construction; Minimum 15 years proven experience in senior contracts/cost control position responsible for administration and coordination of major engineering projects in the Middle East; Sound knowledge of all engineering and commercial aspects of major civil and infrastructure projects including roads, bridges and utilities; Knowledge and experience in all aspects of quantity surveying, construction costing, unit rate breakdown, construction contract payment procedures and processes; Experience in cost planning, budget and expenditure profiling and reporting; Previous experience involving the settling of contractors claims an advantage; Experienced user of MS Office in particular MS Excel; Fluent in English both written and spoken.
