岗位说明书(Job Description, JD)职位名称 / Job Title: 人力行政主管(HR & Admin Supervisor)工作地点 / Location: 阿联酋 · 迪拜 (Dubai, UAE)所属部门 / Department: 人力资源与行政部 (Human Resources & Administration Department)汇报对象 / Reporting To: 分公司总经理 (General Manager of the Branch)主要职责 / Key Responsibilities人力资源管理 / Human Resources Management协助制定并执行公司人力资源战略与制度,确保符合阿联酋劳动法及公司发展需要;Assist in formulating and implementing the company's HR strategies and policies to ensure compliance with UAE labor laws and company development needs.负责招聘、面试安排、录用及入职流程,支持关键岗位人才引进;Responsible for recruitment, interview arrangements, hiring, and onboarding processes, supporting key talent acquisition.监督员工考勤、假期、薪资及福利的执行情况;Oversee employee attendance, leave, payroll, and benefits administration.协助推进绩效考核制度,收集反馈并提出优化建议;Support the implementation of performance appraisal systems, collect feedback, and provide improvement recommendations.负责员工培训、发展与保留方案,营造积极的企业文化氛围。Manage employee training, development, and retention programs to foster a positive corporate culture.行政事务管理 / Administration Management统筹日常办公室行政事务,包括办公环境、资产管理、固定资产采购及供应商管理;Coordinate daily office administration, including office environment, asset management, procurement of fixed assets, and vendor management.组织公司活动、会议及高层出访安排,做好后勤支持;Organize company events, meetings, and senior management visits, ensuring logistical support.协助办理迪拜当地员工工作签证、居留证、保险等合规事务;Assist with handling local compliance matters such as work visas, residence permits, and employee insurance in Dubai.管理档案与合同资料,确保文件完整、规范和保密。Manage records and contracts, ensuring completeness, accuracy, and confidentiality.合规与外部关系 / Compliance & External Relations跟进与迪拜政府相关部门(如DIFC、劳工局、移民局)的沟通与合规申报;Liaise with Dubai government authorities (e.g., DIFC, Ministry of Labour, Immigration Office) for compliance reporting and approvals.协助法律、财务部门处理与雇佣及行政相关的合规审核。Assist Legal and Finance departments with compliance reviews related to employment and administration.团队管理与支持 / Team Management & Support指导并监督人力与行政专员的日常工作;Guide and supervise the daily work of HR & Admin officers.协助上级完成集团总部布置的其他临时任务。Support supervisors in completing ad hoc tasks assigned by the Group Headquarters.任职要求(Job Requirements, JR)学历背景 / Education Background人力资源管理、工商管理或相关专业本科及以上学历。Bachelor's degree or above in Human Resource Management, Business Administration, or related fields.工作经验 / Work Experience至少3年以上人力资源/行政管理工作经验,其中2年以上主管岗位经验;Minimum 3 years of HR/Administration management experience, with at least 2 years in a supervisory role.有房地产、建筑或大型跨国公司背景优先;Experience in real estate, construction, or large multinational companies is preferred.熟悉阿联酋劳动法、签证流程及本地HR政策者优先。Familiarity with UAE labor laws, visa procedures, and local HR policies is an advantage.专业技能 / Professional Skills精通招聘、员工关系、薪酬福利、行政后勤管理;Proficient in recruitment, employee relations, compensation & benefits, and office administration.优秀的沟通协调能力与跨文化管理能力,英文必须流利;Strong communication and cross-cultural management skills; fluent English is a must.熟练使用Office办公软件及人力资源信息系统(HRIS)。Proficient in Microsoft Office applications and HR information systems (HRIS).
