JOB DESCRIPTION
We are currently looking for the Instrumentation and Control Engineering Section Lead.
He/she will be leading the I & C Engineering Section which is responsible for providing instrument and control system expertise in Oil and Gas projects with the aim to design systems enabling safe, efficient and reliable operation.
In addition to his/her role as I&C section Lead, he/she will also act as a Project Engineering Manager on O&G engineering projects. As a Project Engineering Manager with I & C background he/she will lead resources throughout the project execution stages. He/she will ensure proper division of work & responsibility among the project engineering team, ensuring quality control, proper design and providing proper guidance and integration of work done.
Acts as a lead of the Instrumentation and control engineering section for I & C engineering in relation to concept and feasibility studies, FEED, basic and detailed design for the assigned project(s) in Oil & Gas Plants and Pipeline Systems.
Guides, supports and supervises the I & C Engineering Section in the following duties:
Generate instrument & control philosophy and design basis.
Field instruments and control equipment selection, preparation/review, instrument specification & data sheets.
Preparation/review of material requisitions, vendor's offers, technical bid analysis, vendor documents.
Preparation of system architecture diagrams.
Liaise with the client and vendors for project specific needs.
Carry out sizing calculations for control valves, safety valves and flow elements.
I/o list, index, system graphics, system block diagram, logic diagram, cause and effect charts, loop wiring diagrams, etc.
Inputs for 3d model.
Checking of vendor drawing.
Resolve site queries.
Site survey and data collection, system adequacy check
Develops the Instrument and Control portion of P&ID s.
Interfaces with other Engineering Section Heads and the Head of Engineering to identify and develop corrective action on project and resource bottlenecks.
Conceptual development of project scope and estimating for new project proposals.
Selects and implements correct design concepts and fundamental technology used for new projects and designs and/or improvements for existing designs.
Prepares technical input and man hour estimate for proposals.
Day-to-day operations and management of the I & C engineering team.
Ensures all I & C engineering deliverables are prepared and issued in a timely manner and within the budgeted hours.
Selects, develops, trains, and mentors I & C engineering staff.
Ensures quality of all technical documents related to I & C department.
Responsibilities and Duties
Leads and participates in conceptual discussions at project inception as a member of the project management.
Reviews the design requirements of the project and organize, plan and lead the engineering design.
Ensures the engineering design personnel are properly briefed in the scope and their tasks.
Works with and provides direction to internal resources or external consultants through engineering stages.
Coordinates the different groups/disciplines involved in the project.
Coordinate the preparation, quality control, internal approval, issue and (where applicable) client approval of engineering documents and drawings.
Coordinates the preparation of the overall engineering deliverable list.
Ensures planned engineering progress with respect to the engineering deliverables for the project, engineering planning & scheduling, preparation of progress reports, manpower & resource forecasts, time schedules of engineers, utilization of resources effectively & efficiently.
Ensures all engineering deliverables are prepared and issued in a timely manner.
Ensures that correct input data, codes and standards are used and adhered to.
Ensures appropriate level of engineering is complete for each phase of the project and meet company/ industry standards.
Identifies and lodge scope/design change for approval.
Manages the interface between client design team and engineering design team.
Ensures fulfilment of the scope of work, compliance to time schedule and budgeted hours.
Qualifications and Skills
Academic Education to BS or equivalent level minimum in Instrumentation Engineering from accredited University. Postgraduate degree will be an advantage.
Minimum of 15 years of professional experience in oil and gas along with time spent in a project engineering management role.
Should have DCS, ESD, F&G, PLC, SCADA system experience.
Shall have experience in participation in FAT/SAT.
Shall have experience in FEED, detailed design in Oil and Gas.
Experience managing a team of 5-10, or more, junior and senior level engineers within detailed design project organization.
Experience in coordinating and managing simultaneous projects, acting as both a lead I & C engineer and as a project engineering manager delegating tasks and/or lead assignments to other team members.
Strong design and analytical skills.
Thorough knowledge of engineering practices and economic principles, calculation methods, design details, international codes and standards, procedures, and specifications essential
Good verbal and written communication, presentation, and relationship building skills with employees and clients.
Professional and ethical leader willing to grow the division and mentor and train young engineers.
Good command of written and spoken English.
