Key Results Accountabilities Develop QHSE risk Management Plan as part of the strategic plan and assist in its implementation. Identify, prioritize and coordinate all activities in LA leading to successful implementation of LA plan and meeting annual budget requirements (Capex & Opex). Assist in the setting of strategic direction and objectives priorities for Licensing Agency (LA). Prepare Executive Reports and Presentations. Participate in the evaluation of the performance of the various Departments in terms of their commitment to the implementation of LA’s strategy. Ensure appropriate assignment of roles & responsibilities to competent personnel. Provide advice at the-point-of-need on LA’s Strategic Planning and operation plan for projects. Review strategic plan and project reports submitted to CEO by departments to ensure the quality and accuracy of the reports. Study, plan and help in developing any database required to follow up and monitor the implementation of LA plans and to raise relevant reports to LA management. Design, develop & monitor processes for efficient operational control. Ensure that LA Strategic Plan is fully aligned to RTA Corporate Plan and is capable to achieve LA strategic objectives. Ensure that Key Performance Indicators are developed for LA to enable effective monitoring of the organization’s performance. Ensure implementation of strategic plan meet the strategic objectives and goals of the RTA. Work closely with relevant departments to ensure the effective corporate strategic planning, and to assist in the implementation of the strategic plan. Advise for training requirements to ensure competent personnel in carrying out the implementation of strategic plan & Execution Plans. Manage the process of feeding information to RTA performance monitoring system “ADAA” and help solve any issues in this regard at LA level. Advise in the development of the annual Financial Plan for RTA projects according to planning objectives, and evaluate and recommend specific adjustments during the implementation to meet Planning objectives. Review the Key performance indicators of Agency’s Plans and Projects and report progress to the CEO. Perform other related duties as assigned. Advise in the development and update RTA strategic plan. Plan & Monitor legal compliance of various operations in accordance with ISO standards 31000. Ensure confidentiality of all work, information and data and correspondence handled. Evaluate, monitor & report the non‑conformance & effectiveness of the implementation of corrective/preventive actions recommended to address the non‑conformance. Establish & assist in the implementation of effective monitoring & measurement system to enhance operational control & performance. Coordinate activities between the various Departments and the CEO’s Office. Provide support to all departments, sections and teams in aligning their strategic plan, and KPIs with that of LA’s and ensure that they all clearly and fully understand their strategic intents and objectives and are aware of the targets aimed and expected from them to meet and satisfy. Monitor & evaluate the effectiveness of Audits, inspections & Management Review mechanisms. Qualifications Bachelor degree in industrial, mechanical or Information Technology engineering from a recognized university; Master preferred. Minimum 8 to 10 years experience.
