Our partners, a leading holding company in the steel industry, managing multiple subsidiaries across Africa specializing in manufacturing, processing, and distribution, are currently hiring a Chief People & Culture Officer. The role is based at the HQ in Dubai. Committed to sustainability, the company transforms scrap metal into high-quality construction materials, supporting infrastructure growth. Responsibilities Organizational Culture & Leadership Champion a people-first, values-driven culture aligned with the company's mission. Lead initiatives to embed culture across units and promote leadership development. Advise regional and executive leadership on people strategies. HR Systems & Operations Oversee and strengthen the People & Culture function across regions, ensuring excellence in recruitment, performance management, and employee engagement. Drive digital transformation of HR systems automating payroll, leave, performance evaluations, and document access. Standardize HR policies and manuals for accessibility across locations. Compensation & Career Development Develop frameworks for compensation, performance appraisals, and career progression, especially for senior roles. Ensure fairness and transparency in salary adjustments, benefits, and bonuses. Talent Acquisition & Employer Branding Implement a comprehensive recruitment strategy, partnering with universities and technical institutes across Africa and India. Collaborate with external agencies, standardize interview processes, and align hiring priorities. Localization & Capacity Building Develop strategies to reduce dependency on expatriate staff by building local capabilities. Design and monitor local recruitment plans and talent pipelines. Workforce Planning & Infrastructure Analyze factory and workforce logistics, including shifts, headcount, facility layout, and staff amenities. Use data-driven methods to optimize workflows and improve employee welfare. Qualifications Proven leadership in People & Culture or HR roles across multiple countries, preferably in emerging markets. Bilingual in English and French. Experience managing multicultural teams and working in challenging environments. Strong background in HR systems, digital tools, organizational development. Willing to travel across Africa. Hands-on, humble, team-oriented, with strategic and operational capabilities. Track record of transforming HR functions with impact.
