Site Director - Greenfield Power Plant Construction

Job Title: Infrastructure Project Manager The successful candidate will lead the construction of a large-scale greenfield project with a net power capacity of 1440 MW.Responsible for managing the project from conception to completion, ensuring that it is executed in line with safety, quality, schedule, and budget parameters.Accountable for implementing robust Health, Safety, and Environmental (HSE) practices throughout the project lifecycle.Leads the project management team, overseeing construction work at site and coordinating efforts with stakeholders, including contractors, authorities, and interface parties.Ensures that projects adhere to established engineering and construction best practices, as well as guidelines set by industry bodies such as the Project Management Institute.Reports technical variances to senior management and proposes mitigation or alternative solutions in collaboration with the Owner's Engineer.Develops and implements corrective actions to mitigate the effects of variances.Monitors and updates the overall project schedule, integrating EPC timelines with permit, authorization, and contractual obligations.Liaises with technical teams, water off-takers, power suppliers, environmental authorities, and other stakeholders to ensure seamless project execution.Reviews commissioning procedures received from EPC Contractors and issues them on behalf of the project company.Issues reports based on EPC reports and leads design review meetings to take technical decisions.Assists senior management on contractual and commercial matters.Analyzes change orders received from EPC Contractors and provides recommendations for liaison with Contract Managers.Handles technical issues that may arise during plant construction with the support of the Owner's Engineer.Supervises OE teams and assesses/ manages their performance.Interacts with lenders' engineers, construction and operational insurance advisors, and other key stakeholders.Prepares weekly, monthly, and quarterly progress reports for the project company.Writes technical memos summarizing issues encountered during design review and/or on-site activities.Facilitates smooth mobilization for O&M teams by interacting with relevant stakeholders.Manages daily interfaces between the plant and relevant stakeholders, including off-takers, load dispatch centers, local authorities, fire brigades, power suppliers, and environmental authorities.Hosts various visitors at the site, including ENGIE management and other authorities.Writes technical letters to off-takers, local authorities, fire brigades, power suppliers, and environmental authorities.Directs and controls work at site by contractors working directly for the project company, ensuring coordination with overall plant activities and safety implementation.Collaborates closely with CEO of the Project Company, Project Management Office, Contract Manager, Asset Manager, and Technical and Operating Support Team members.Provides regular reporting to the Dubai HQ Project Management Office and steering committee for construction follow-up and steering.Supports interfaces with ENGIE group internal stakeholders at regional and HQ levels.
