The Procurement and Contracts Officer will be responsible for managing procurement and contract administration activities across the organisation, and will serve as the main point of contact for both OPEX and CAPEX requests, coordinating with internal departments and external service providers across Facilities Management (FM), Property Management (PM), Development, and Construction functions. The ideal candidate will bring a strong blend of technical expertise, commercial awareness, and solid negotiation skills—ensuring value, compliance, and operational excellence in all procurement matters.Experience in the real estate sector, covering FM, PM, Development, and Construction, is required for this role.Key Responsibilities: Manage the procurement processes for facilities management services, including cleaning, security, maintenance, and other operational support services.Manage the sourcing and purchasing of goods and services for corporate office and operational requirements.Participate in the development and execution of negotiation strategies—both technical and commercial—to secure favourable terms and commitments from vendors and suppliers for current and future development projects.Manage and respond to changes in project scope related to procurement and contract requirements.Support management during post-contract stages, including evaluating subcontractor packages and assessing associated risks to inform bid decisions.Recommend bid analysis outcomes, and verify and evaluate vendor, subcontractor, and supplier proposals from technical and commercial perspectives, and provide well-informed recommendations.Manage and resolve contract variations, claims, disputes, suspensions, and closures in accordance with established procedures.Ensure comprehensive documentation during the awarding, renewal, and termination of contracts, including Annual Maintenance Contracts (AMCs), based on evaluation outcomes.Generate Purchase Orders (POs) and ensure timely follow-up for internal approvals.Share approved PO copies with the relevant end-users and vendors to maintain transparent communication and workflow.Prepare reports in collaboration and ensure that all procurement activities are conducted efficiently, professionally, and in full compliance with approved policies and procedures.Conduct regular housekeeping of the procurement module in the ERP system to maintain data accuracy and integrity.Carry out additional procurement and contracts tasks as assigned by department leadership.Follow and enforce the company's procurement policies and procedures at all times.Develop, negotiate, and administer contracts to ensure clarity, compliance, and performance.Evaluate, select, and manage vendors, ensuring adherence to contractual terms and service expectations.Monitor and enforce contract performance, quality metrics, and health and safety standards.Oversee tendering processes; evaluate supplier bids and provide informed recommendations for contract awards.Build and maintain strong working relationships with vendors, internal stakeholders, and users to support effective service delivery.Maintain complete and accurate records of procurement documentation, contracts, supplier performance, and audit trails.Experience, Education, and Skills: Bachelor's degree in Civil, Mechanical, or Electrical Engineering.Minimum of 5 years' experience in procurement and contract management, preferably within facilities, maintenance, development, and construction environments.Strong negotiation, commercial, and technical evaluation skills.Working knowledge of ERP systems, including Microsoft Dynamics.Excellent communication and stakeholder management abilities.Proven ability to manage multiple priorities under tight deadlines while maintaining attention to detail and compliance.Strong supplier relationship management and contract administration capabilities.Seniority level Seniority level Mid-Senior level Employment type Employment type Full-time Job function Job function Purchasing and Supply Chain Industries Real Estate, Real Estate and Equipment Rental Services, and Construction Referrals increase your chances of interviewing at Emirates National Investment by 2x Sign in to set job alerts for "Procurement Officer" roles.Procurement Specialist - Packaging - Dubai We're unlocking community knowledge in a new way.
