Associate Procurement Manager
Description
As the Associate Procurement Manager, you will oversee and implement all procedures and actions related to the daily cost management and purchasing activities of the business. The ideal candidate must be highly motivated, performance-driven, with solid experience in supply chain and logistics, including local and international experience in oil & Gas, EPC, or Aviation.Key Responsibilities Include: Analyze market and delivery systems to assess current and future material availability.Develop and implement purchasing and contract management policies, instructions, and procedures.Direct and coordinate activities of personnel engaged in buying and transporting materials, equipment, machinery, and supplies.Review, evaluate, and approve specifications for issuing and awarding purchase orders.Identify existing sources of goods and services across countries, regions, and sectors, and recommend supplier consolidation and cost reduction actions, collaborating with Procurement & Sourcing colleagues.Recommend and implement changes in purchasing policies and procedures.Deliver high levels of professional customer support to ensure needs are met.Consolidate the company's annual operational budget in line with company targets.Establish the company's long-term strategic plan aligned with global targets.Undertake administrative responsibilities required by the company's management systems.Ensure compliance with the company's management policies and related procedures by personnel under supervision.Our client seeks a proactive professional with a minimum of 5+ years of experience in a senior procurement role.Requirements: University qualification.Strong understanding of the GCC MEA outsourcing market, including supplier base, market dynamics, and cost drivers.Excellent interpersonal and collaborative skills, with success in working with key partners.Exceptional analytical and data mining skills, with the ability to track and report projected versus actual costs under complex pricing schemes.Good understanding of sourcing and procurement processes, documentation, and tools (requirements gathering, process, negotiation, supplier selection, contract execution).Knowledge of technology required for successful network deployment.Excellent verbal and written English skills.Arabic language skills are advantageous but not essential.About The Company Talent2 is the first HR company in the Asia-Pacific region to offer a comprehensive range of outsourcing services, including executive search, recruitment, HRIS, payroll, consulting, and learning.
