DETAILED ROLES AND RESPONSIBILITIES: OPERATIONAL ·Support departments/sections in preparing their Annual Procurement Plan, and liaise for any clarifications required. ·Contribute to the consolidation of QNCC’s APP, assisting the Procurement Supervisor in identifying cost savings, quality, and synergy opportunities. ·Review purchase requests in coordination with the Procurement Supervisor and interact with departments/sections for any clarifications. ·Assist in maintaining precise and timely records of purchase orders and associated documentation. ·Collaborate in collecting quotations from vendors, aid in the evaluation of offers, and support the issuance of purchase orders following QNCC's policies and procedures. ·Contribute to the vendor selection process, based on established criteria, and work with the requesting departments or evaluation teams. ·Ensure the timely ordering and delivery of materials in line with QNCC's standards. ·Coordinate with vendors on issues related to damaged materials, quantity discrepancies, rejected orders, and delivery updates. ·Support the Procurement Supervisor in managing the Procurement budget and safeguarding commercially sensitive information. ·Assist in monitoring market trends and offer insights for potential procurement needs. ·Support negotiation processes to obtain favorable terms from suppliers. ·Assist in vendor evaluation to ensure the quality and reliability of procured items. ·Support risk management initiatives to guarantee smooth supply chain operations. PEOPLE MANAGEMENT Support the Procurement Supervisor in task distribution within the Procurement function, aiding in training nominations, performance evaluations, and managing staff availability. Provide guidance to the buyer, overseeing their daily activities and offering timely feedback. Participate in team meetings, contributing to performance assessments and strategy discussions. Promote a constructive and inclusive work environment, adhering to QNCC's values and ensuring fair treatment for all staff members. Advocate for innovation and continuous enhancement within the Procurement function, suggesting novel ideas and solutions. Act swiftly to address any emerging issues or conflicts, ensuring a harmonious departmental atmosphere. QUALIFICATIONS University degree in Business Administration, Supply Chain, or a related field from a recognized university EXPERIENCE: A minimum of 1-3 years of related experience, of which at least 1-2 years should be in a similar position/responsibility, preferably in a similar industry.
