Overview Gov CIO is currently hiring for a Civil Engineer SME. This position will be located in Doha, Qatar. Responsibilities The successful candidate(s) will provide civil/structural engineering and construction project monitoring services to augment in-house capabilities for these service areas for the AFCENT TSG. The Civil/Structural Engineering shall support, as needed, cradle-to-grave functions for base engineering requirements, requirements assessment, planning, project development, construction monitoring, and project closeout. The following bullets further characterize some of the day-to-day support requirements: Review and analyze preliminary, interim, and final project plans and specifications for technical efficiency and adequacy. Review and provide general monitoring on Host Nation funded project development work for new construction, renovation, and improvement projects for real property facilities, including utility systems, according to all laws, codes, guidelines, and criteria as required. Interpret methods and approaches in developing project calculations, layouts, drawings, and specifications that support project objectives and standards. Review and provide general monitoring on conceptual studies and sketches that indicate pertinent project features, material, equipment, and specifications. Monitor all project phases with appropriate managers and staff elements and maintain current engineering data for assigned projects. Coordinate projects with AFCENT TSG for engineers in other disciplines and other U.S. Government entities to verify safety, constructability, operability, maintainability, and all project considerations have been addressed. Perform reviews of Host Nation funded engineering investigative services as requested by the AFCENT TSG. Monitor and report on projects for new construction, renovations, and improvements to real property facilities and infrastructure utilizing a professional knowledge of engineering. Review as-built drawings at the end of construction. Monitor and report on assigned projects and review specifications and schedules. Verify construction for design compliance and assist with resolution of differences between the U.S. and Host Nation building code. Efficiently use computers/computer software including Microsoft Office, CADD programs (Auto CAD), and project tracking programs (Microsoft Project) to solve engineering problems. Comply with health, safety, and environmental rules and procedures and perform work in a manner that enhances the safety of the work environment. Assist in base master planning, community planning initiatives, and maintain the Site Master Plan (SMP). Review proposed facility siting locations and alternatives for compatibility with elements and recommend approval/disapproval of waivers. Represent the AFCENT TSG in all areas of community planning at meetings and discussions with other USAF units and other Do D service branches. Monitor and maintain Government Furnished Property (GFP) and notify the respective installation’s ECES designated representative of needed maintenance and calibration. Assist as a Special Projects Liaison with US Army Corps of Engineers (USACE) or other design and operating agencies as required. Maintain all continuity from one rotation to the next, ensuring continual process improvement. Qualifications Bachelor's degree in Civil Engineering with 4 years’ experience; a Licensed Civil Engineer is preferred. Clearance required: Secret. Must be capable of civil design services including preparation of civil/site work drawings, structural evaluations, and designs. Must be proficient in Auto CAD 2012 or later. Must be able to fluently read, write, speak, and understand English. Must be physically able to deploy to the CENTCOM AOR and capable of traveling between ADAB TSG and AUAB TSG sites, as required.
